HomeMy WebLinkAboutReso 1942-637 RESOLUTION NO. 637 RESOLUTION REQUESTING INVESTIGATION OF FACTS .SURROUNDING AUTHORIZATION AND CONSTRUCTION OF RECREATIONAL BUILDING IN THE CITY OF CHULA VISTA, COUNTY OF SAN DIEGO, STATE OF CALIFORNIA. • WHEREAS, during the month of October, 1941, the Federal Security Agency of the United States of America through Wayne A. Neal, its Field Recreation Representative, requested the City of Chula Vista to grant to the United States Government the use of a portion of a public .park within said city for the purpose of con- structing thereon a building to be used as a recreational center, and .- WHEREAS, at the time of making of such request, it was orally represented to the members of the City Council of said City that said building to be so constructed was to be operated by the United Service Men' s Organization, and it was represented . to the members of said Council that an agreement for the operation of said building by said organization had been completed at the time of the making of said request, and WHEREAS, pursuant to said request and by resolution dated the 16th day of October, 1941, said City did authorize the execution of an agreement granting the United States Government the use of said property for the purpose requested, and WHEREAS, pursuant to said agreement and subsequent thereto a building costing in excess of $43,000.00 was erected on said pro- perty, and WHEREAS, subsequent to the completion of said building, the City Council of said city was informed that the United Service Men' s Organization at no time had agreed to undertake the operation of said building and had in fact refused to undertake said operation, and WHEREAS, said building has with the exception of a short period of time when it was used as. quarters for soldiers of the United States Army remained idle and unused, and WHEREAS, said City of Chula Vista has been requested by said Federal Security Agency to enter into a management contract by which it would undertake to operate said building, and WHEREAS, said City of Chula Vista has refused to enter into such a contract for the reason that there is not at the present time nor has there been at any time a need for such a building in said City, there are no members of the armed forces of the United States Government quartered within a considerable distance of the City of Chula Vista, and there are no funds budgeted for the operation of said building, and WHEREAS, the members of the City Council of said City of Chula Vista have at all times and do now consider the construction of said building to have been a needless waste of public monies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, California, as follows: That the United States Government through its proper agencies conduct, a complete investigation into all facts surrounding the auth- -1- orizing and construction of said building to the end that needless expenditures of public monies may be prevented in the future. PASSED, ADOPTED AND APPROVED BY THE CITY COUNCIL OF THE • CITY OF CHULA VISTA, CALIFORNIA, the 13th day of April, 1942, by the following vote, to wit: - AYES: Councilmen `4erins Dupree, Burnside, Howe.
