Lyons, of the Board of Trustees, Chula Vista, California, at a mee ag ,•: , WW? • - WHEREAS, the people of the State of California, at the general election of 1919, did approve a measure outlining a system of state highways to be completed in this State, and did vote a bond issue in the sum of forty million dollars for the same, and WHEREAS, of the system of roads planned under the said bond issue, there still remains to be completed several important links in what is generally known as the Pacific Shore Line Route. This highway runs from San Juan Capistrano through Santa Monica, Ventura, Oxnard, Santa Bar- bara, San Luis Obispo, San Simeon, Carmel, Monterey, Watsonville and Santa Cruz,and thence by the Sky Line Boulevard to San Francisco. This route, when completed, will be the most spectacu- • lar, awe-inspiring, scenic highway in all California, if not in the entire world, open three hundred sixty-five days in the year, developing large areas of agricultural, grazing, timber and mineral lands, and giving access to the famous Monterey-Santa Barbara National Forest, one of this states largest and finest section of public park lands,, where free fishing, hunting,and camping grounds for thou- sands abound, an attraction to;the tourist, and cdhnecting'Los Angeles with San Francisco over a- -- - - route of unparalleled fertility, beauty, history and romance, besides being of great strategic and military importance, and WHEREAS, it is deemed highly important from a point of public safety that this road be com- pleted to relieve the present and ever increasing congestion on the two great interior valley trunk lines, and especially over the Cuesta grade, and WHEREAS, under,the provisions of an act of the State Legislature, an advisory committee has been named to assist in seeking out the solution of financing the state highway system and further extensions thereof, in keeping with the wish of the voters of the State of California, and WHEREAS, finances are practically assured for future new construction as well as renewal and maintenance, it is deemed but fair and just that the nine central coast counties should have allocat- ed to this great project a fair and just portion of the funds to keep up continuous construction and thus open up to the public at the earliest possible date this all important section of the state sys- tem of highways, NOW THEREFORE, BE IT RESOLVED, that the-3.011x1..o1..T.r-usteea..of..the-.City..of - Chula Vista-Californid1 eN do hereby petition his Excellency, Friend W. Richardson, Governor of the State of California, Hon- orable Harvey M. Toy, Chairman, and Messrs. Everding and Edwards of the State Highway Com- mission, to consider the necessity of making surveys, in the immediate future, of the aforesaid route, and that due and speciaL•consideration be given to the early completion of the thirty-eight mile gap (as shown in red on the accompanying map,) lying in the center of the Carmel-San Simeon section, and ..- BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes of this body, and that the secretary or clerk be instructed to forward copies to the Honorable Friend W. Richardson, Harvey M. Toy, President State Highway Commission, Robert M. Morton, State Engin- eering Department, as being the sense of this meeting and declaring the completion of the said route and especially the closing of the thirty-eight mile gap highly desirable at the earliest possible date.
