RESOLUTIOI�' OF THE CIT1' COUNC[L OF THE CIT7' OF
CHULA VIST.A SUPPORTIt�'G CERTAIN E,l'ECUTIVE
ACTIONS ON IMMIGRATION TAKEN BY PRESIDEI�iT
OBAMA ON I�'OVEn4BER 20. 2014
WHEREAS, the Cim of Chula \'ista supports a reasonable approach to reformine the
currentl�� broken immigration svstem that is in the best interest of the countr��; and
ll'HEREAS, immigration reform is an urgent federa] responsibilitv. and must occur in a
comprehensive, thouehtful manner that underscores and is euided b�� our nation`s values of due
process and civil and human rights; and �
l�'HEREAS, civil and human riehts are deeply rooted in the fabric of democratic and
principled societies. and must be instilled in all elements of our enforcement apparatus to ensure
even� indi��idual`s dienin� and humanit}� is upheld, recognized and respected: and
VJHEREAS. the Citv of Chula Vista recognizes that immieration reform must protect the
rights of all Families to stay tosether. regardless of immieration status, famil}� structure, sezual
orientation, sender identin�, and to include same-sex couples, and provide sufficient family-
based channels for mieration in the future: and
WHEREAS, the Cit�� of Chula Vista is a diverse city �vith immierants and refueees from
man}� parts of the �vorld �vho work, oNm homes, operate businesses and contribute to the
economic, social. and cultural ��ell-beine oFthe Cit��: and
WHEREAS, the Cit�� of Chula Vista contributes to the economic, social and cultural
de��elopment of the CaliBaja Binational A4ega-ReQion: and
WHEREAS. in addition to the cultural and social riches our nation recei�es throueh our
border, our ports-of-entry dm�e reeional and national economic development approaching $�00
billion in trade and accounting for one in 24 jobs in the United States; and
V�'HEREAS. the Cit}� of Chula Vista supports added in��estment in infrastrucmre and
technology as �rell as adequate staffine of pons of entrv in order to keep up ���ith the pace of the
expansion of bilateral trade and the population gro�ath of the border region; and
WHEREAS, it is not practical to deport the 11 million undocumented immierants living
within our borders, and that immigration ]a���s should pro��ide for a reasonable path�ti�a}� to
citizenship; especially for vouna children �vho unl:nowinglv enter the United States without
proper documentation and ha��e gro��m up here; and
1�'HEREAS, a path���a.� to citizenship should not be conditioned upon shortsiehted border
enforcement strateeies that add e�tra obstacles and burdens to full reform: and �

VdHEREAS. the President of the United States has issued two executive actions to
provide temporar} relief to those who are living in this country in an undocumented status: the
earension Defened Action of Childhood Arrivals (DACA) and the Deferred Actioa of Parents of
Americans and La��ful Permanent Residents (DAPA). These actions would help up to 91;000
indi��iduals in San Dieeo Count}� alone ��hile Congress works to pass something more
permanent. �
NOW. THEREFORE. BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby support President Obama's recent Executive Actions on lmmigration reform,
including the extension of the DACA and DAPA.
BE IT FURTHER RESOLVED that the City Council supports the efforts of the National
League of Cities and the United States Conference of Mayors to oppose efforts to block the
President's recent Executive Aetions on Immi�ration reform.
BE IT FURTHER RESOLVED that the City Council urges its local Congressional
representatives to work ���ith the rest of Congress to develop and pass a bi-partisan,
comprehensive Immigration Reform bill.
