On February 15, 1979, the City Council approved a modified reorganization proposal
which authorized the following:
l . Creation of a Deputy City �4anager/Development Services Administrator
2. Creation of a Deputy City Manager/Safety & Leisure Services Administrator
3. Creation of a Director of Policy Analysis & Program Evaluation
4. Continuation of the position of Assistant City �4anager
In approving the reorganization plan, the Council held in abeyance until the 1979-80
budget consideration the funding of the Deputy City Manager/Safety & Leisure Services
Administrator. Subsequent to this action and during budget consideration, funding of
this position was approved.
The reorganization plan contanplated the following responsibilities for each of the above
positions:
A. Deputy City Manaaer/Development Services Administrator - This position
would be responsible for supervision and coordination among the followinq
departments and divisions :
a. Plannina Department
b. Community Development Department
c. Engineerinq Department
d. Building & Housina Department
e. Street Maintenance Division
f. Equipment Maintenance Division
g. Transit Services Division.

FINANCIAL IMPACT - Initially the entire monthly salary of the Fire Chief (approximately
S2,820) would be saved, less some yet to be determined increase in compensation to the
Director of Public Safety. Some additional reduction in savings may be experienced if it
is determined that si9nificant additional responsibilities due to the new organizational
pattern ar-e placed upon existing middle manaaer personnel in both departments. Overall ,
these reductions in savings would be minimal.

B. Deputy City Manaqer/Safety & Leisure Services Administrator - This position
would be responsible for supervision and coordination among the following
departments :
a. Police
b. Fire
c. Library
d. Parks & Recreation
C. Assistant City Manager - This position, in addition to being quasi-
responsible for the total operation of the City and acting as City tlanager
in the City Manager's absence, would be specifically responsible for
the following departments:
a. Finance
b. Personnel
c. Purchasing
D. Director of Policy Analysis and Program Evaluation - This position was
created to heac� up a new unit in the City organization, with primary
responsibility on a City-wide basis for dealing with program evaluation
and policy analysis under the immediate direction and supervision of the
City Manager. This new unit is a direct arm of the City Manager' s Office.
In addition, the Director also would supervise the Data Processing division.
Recruitment for and employment of the Director of Policy Analysis and Program Evaluation
was completed on September 21 , 1979. That unit is now functioning and accomplishing
the intended purpose. The Deputy City Manaoer/Development Services Administrator was
appointed March 13, 1979. The Deputy City Manager/Safety and Leisure Services
Administrator position has not been filled and recruitment to fill this position has
been delayed pending final resolution of the proposal which is the subject matter of
this report. In the interim, the Assistant Lity Manager has been responsible for
supervision and coordination of Police, Fire, Library and Parks & Recreation, and those above.
The proposal to combine the positions of Police and Fire Chief under a single Director
of Public Safety has been under careful consideration ever since the unanticipated
announcement of the Fire Chief that he would be retiring effective January 1 , 1980.
The retirement of the Fire Chief offered the City a unique opportunity to test a concept
that seemed worthy of trial and, at the same time, at least on an interim basis, would
trim two top administrative posts from the City budget. In addition to our ability
to save the salary of a Fire Chief, we believe by combining Police and Fire Departments
under one head greatly mitigates the need to fill the newly created Deputy City Manager/
Safety & Leisure Services Administrator position.
The Council is aware that over the last year or so a number of steps have been taken,
particularly as a result of Proposition 13, to reduce to the bare minimum the number of
positions in the City's work force. To date, the City has eliminated a Personnel Assistant,
an Assistant Director of Planning and an Assistant Fire Chief, among others. While in some
instances, elimination of these oositions necessitated apoointr^ent of individuals at lower
levels, nevertheless substantial dollar savings have occurred.
In order to accomplish consolidation of the responsibilities of both the Police Chief and
Fire Chief under a Director of Public Safety, it is necessary to amend the City Code.
The proposed ordinance assigns all the duties of both positions to the new Director.
Inasmuch as the concept is new insofar as this City is concerned, we believe it is appro-
priate, and the ordinance so provides, that the new position would only remain in effect
until July 1 , 1981 unless the City Council , by ordinance, extends the term of the position
at that time. Under provisions of the ordinance, it is also possible the concept could
be abandoned before that date if for any reason it does not accomplish the intended goal .
We have spent considerable time in explaining our reasons and desires for considerina
this proposal to the affected deoartments and, to date, it is our opinion that we have
the "cautious acceptance" of the proposal from the rank and file of those departments.
This "cautious acceptance" and willinaness to have the proposal implemented under the
"sunset" provisions of the ordinance can be attributed to two factors. First, all
personnel are aware that it would be our intention to appoint Police Chief Winters as
the new Director of Public Safety and, secondly, our pledae that continuation of the plan
will definitely require further consideration no later than the July l , 1981 "sunset" date.

We have been impressed with .the attitude of police and fire personnel in their willingness
to work with us in seeina if this proposal will allow the�City to do an equal or better
job in the public safety area and, at the same time, save money in a day of .dwindling
resources. It should be pointed out, however, that during the coming months it may be
necessary to make some_ internal. adjustments within the Police and Fire Departments as
experience.may dictate. Those decisions can only be made in light of how well the new
oraanization .is_able .or unable, as the 'case may be, to' meet the objectives and goals of
the new structure. 4Je would intend to monitor the operation closely and communicate -
reaularly �with the total work forces of both departments during the course of, the .
experiment.
