In April of 1966 , the electors by better than a vote of 3
to 1 approved the establishment of the Mayor' s salary in
the amount of $6, 000 per year, payable at $500 per month.
Subsequently in April of 1968 , the electors by a nearly
2 to 1 margin approved a salary for Councilmen in the
amount of $250 per month. This salary has been adjusted
in accordance with state law on an annual basis allowing
for 58 increases . Such annual increases now provide a
salary of $427 . 58 per month for the Councilmen. Had the
Mayor' s salary been similarly adjusted by 58 increases ,
he would presently be receiving the amount of $11 ,313 .
In April of 1970, both the salary for Councilmen and the
salary for the Mayor were placed upon the ballot; the
Council salary to be increased to 1-1/2 times the amount
authorized by state law, and the Mayor' s salary in an
amount 3 times that authorized by state law. Both of
these propositions failed by heavy margins .
In November of 1970 , the Council and Mayor ' s salaries
were again placed upon the ballot to be increased by a
fixed amount of from $250 to $500 per month £or Council,
and from $500 to $1, 000 per month for the Mayor. Both
of these failed by nearly a 2 to 1 margin.

In April of 1972, a Charter amendment similar to that
in effect in t�e City of San Diego providing for a
salary review board and the establishment of the Mayor's
salary by ordinance of the Council failed by a nearly
3 to 1 margin.
In April of 1973 , the Mayor's salary was proposed to be
established at $18, 000 per year, which again failed by
nearly a 2 to 1 margin.
In April of 1976, a measure was again placed upon the
ballot similar to that offered in 1972, but without the
provision for a salary review board, simply following the
same procedure as presently allowed for general law cities,
i .e. , the salary to be set by ordinance of the City Council.
Although this measure failed, it was the closest vote of
any of the measures rejected since the successful 1968
salary establishment.
In April of 1978, the proposition was again offered sug-
gesting that the salary be an amount equal to 4 times that
received by members of the Council. Again, the margin of
failure was significantly less than any of the other measures.
All of the alternatives , as previously suggested are in-
cluded as attachments for the consideration of the City
Council. However, I would o£fer as a personal observation
from a review of the past proposals that the proposal made
by Councilman Gillow at the Council meeting of July 24 , 1979
£or a flat $12,000 salary and annual increases of 58 , as
afforded to the City Council would, especially in this period
of economic uncertainty, probably be the most attractive
proposal for the electorate. In addition, both the Chamber
of Commerce and the Taxpayers Association have been suppor-
tive of such a salary increase and they would probably be
willing to join the City in favorably endorsing such a
proposition. That proposition has also been included
