CITY COUNCIL WORKSHOP
CALL TO ORDER
A Regular Meeting o/ the Ciry Counci/ of the City of Chula Vista was called to order at 4:05 p.m. in the
Counci/Chambers, located in City Hall, 276 Fourth Avenue, Chula Visfa, Cali(omia.
ROLL CALL:
Present: Deputy Mayor Bensoussan, Councilmember McCann, Councilmember Miesen and
Mayor Salas
Excused: Councilmember Aguilar
Also P2senf:City Manager Ha/bert, City Attomey Googins, and Assistant City Clerk Bigelow

PUBLIC COMMENTS
David Danciu, Chula Vista rasident, spoke regarding the importance of inlrastructure to residenfs.
WORKSHOP
15-0129 INFRASTRUCTURE WORKSHOP
Staff presentation on the evolution and current status of each of the nine
Asset Management Systems (Building, Drainage, Fleet, General
Government, Open Space, Parks, Roadway, Urban Forestry, and
Wastewater) which comprise the City's Asset Management Program
(AMP). The summary will include: confidence level in the data,
estimates of the overall health of the systems, critical needs, and
potential funding mechanisms.
Comments by the Asset Management Program Advisory Committee
Suggested Council referrals to staff:
Continue progress over the next year in completing the remaining
inventory and condition assessments.
Further explore funding options including public outreach and
surveys to secure community input.

Public Works Director Hopkins provided an overview of the Asset Management Program and spoke
regarding civic engagement efforts.
Colin Chung and Michelle Kim, consultants, representing 6HD ConsWting, provided informafion on their
data collection and anatysis efforts related to the City's asset management program. Mr. Chung spoke
regarding the life cycle of assets and cost o/ owne�ship. He provided a demonstration of an asset
management too/that had been developed for the City.
In response to a question from Mayor Salas, Public Works Director Hopkins stated that sfaN anticipated
placing a link to the asset management tool on the City's website.
Director of Public Works Hopkins gave a presentation about the City's nine asset management
programs, including informafion on past spending and estimated deferred maintenance costs:
Wastewafer Management System (WMSJ, Drainage Management System (DMS), Roadway
Management System (RMS), U/ban Forestry Management System (UFMSJ, Parks Management System
(PMSJ, Fleet Management System (FMS), Building Management System (BMSJ, Open Space
Management System(OSMS), and Gene2/Govemment Management System(GGMSJ.
Open Space Manager Oludunfe spoke regarding the care and p�eservation of trees. In response to
questions from Councilmember McCanq Public Works Director Hopkins spoke regarding funds
allocated for tree trimming.
In response to a question from Mayor Salas, Public Works Direc[or Hopkins spoke regarding leasing
vehicles instead of purchasing for City use.
Public Works Director Hopkins spoke regarding the continuing efforts toward managing the City's
assets. He introduced the following members of the Asset Management Program Advisory Commiftee,
who spoke regarding fhe item:
- Bob Coleman, Chula Vista resident, commended the efforts of staff and the consWfants in evaluating
the City's assets. He spoke in support of priontizing needs and provided his insights f�om tounng the
City's assets. He suggesfed a public education campaign to educate the community on the topic.
- Luanne Hulsizer, representing the Third Avenue Village Association (TAVA), expressed concem
regarding the degradation of the Ciry's infrasWcture.
- David C�omwell, representing Aquatica, commended stafl and the consultants on their work in
evaluating and addressing the City's assets. He spoke in support of the City being transparent and
allowing fhe information on assets to be easity accessible to the public.
-Jack Boda, Chula Vista resident, expressed support for the asset evaluation fool and commended staH.
Councilmember Miesen commended City staff and spoke regaiding his expenence in founng the City's
assets. He expressed suppoR for educating the community on the needs and soliciting public input.
Councilmember McCann thanked the citizens and members of lhe Asset Management Program
Committee for their participatioq and commended sfaH. He spoke in support of identilying speci(c
projects and programs on which to spend revenue.
David Danciq Chula Vista resident, expressed concem rega�ding the cost o/ managing assets. He
spoke in opposition to increasing taxes and suggested the City consider the use of bond funds.
City Manager Halbert spoke regarding addressing asset needs and funding souroes. Deputy City
Manager Kachadoonan spoke regarding the past issuance of bonds and stated thaf [he City's General
Fund did not have the capacity to address the magnitude of the existing asset management needs.

Jane Ge/ber, Chula Vista resident, erpressed concem regarding the condition o/ the Cit}�s assets. She
spoke in suppoR o( using a wlunteer workforce to add2ss some of the asset 2pair and maintenance
needs.
82d Bamum, Associated General Contractors, commended the stafl and rolunteers who worked on the
Asset Management Piogram Advisory Committee. He spoke regarding some potenfial funding sources.
The2 was consensus o7 the Council to direct sfafl to continue to refine the asset mana9ement tool and
continue the public outreach eflorfs.
At the request o/ Ma}ror Salas there was consensus of the Council fo add an item to the meeting of Apnl
14, 2015, fo consider supporting President Obama's(ecent executive action regarding immig2tion.
ADJOURNMENT
At 5:39 p.m., Ma}ror Salas adjoumed the meeting to the Regula� City Council Meeting on April 14, 2015,
at 4:00 p.m.,in fhe Council Chambers.
