A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ADOPTING PROCEDURES FOR THE FORMATION OF A
REDEVELOPMENT PROJECT AREA COMMITTEE
WHEREAS, The Chula Vista Redevelopment Agency (the "Agency") is pursuing
the adoption of a Redevelopmerit Plan (the "Plan") for the Southwest
Redevelopment Project Area (the "Project Area"); and
WHEREAS, to assist with the process of reviewing the proposed Plan and,
after the adoption of the Plan, to serve in the advisory capacity to the
Agency, the City Council desires to establish a Project Area Committee (the
"PAC") for the proposed Project Area; and
WHEREAS, the California Community Redevelopment Law requires the City
Council to adopt procedures, by resolution, for the formation of the PAC.
NOW THEREFORE, BE IT BE RESOLVED by the City Council of the City of Chula
Vista as follows:
SECTION 1: The document entitled "Procedures for the Formation of a
Project Area Committee: Southwest Redevelopment Project Area," a copy of
which is attached hereto as Exhibit "A," is hereby adopted as the Procedures
to be followed for the formation of the PAC for the proposed Project Area.
SECTION 2: The form and content of the notices to be given pursuant to
the Law regarding the meetings relating to establishing the PAC, as set forth
in the Exhibit "B," are hereby approved.

PROCEDURES
I. Introduction
The Chula Vista Redevebpment Agency ("Agency") is pursuing the creation of a
Redevelopment Project Area ("Project Area"). In order to facilitate this process, the City
Council is establishing a Project Area Committee ("PAC") for the proposed Project Area.
The PAC will advise the Agency on the scope of the proposed redevelopment program
and specifically, its impact on housing in the Project Area. This document outlines the
procedures that the Agency will follow to establish a PAC; this document has been
prepared in accordance with Section 33385 of the California Health and Safety Code
("Redevelopmerit Law").
II. Membership Requirements
To be eligible for PAC membership, an individual must qualify for one of the following
categories: a residential owner/occupant residential tenant business owner/operator,
business tenant, a property owner (;~acant), a representative of a community
organization or a representative of a school district whose property is within the Project
Area boundaries. An individual may be elected to and represent only one category and
that category must be indicated on the submitted application. Total PAC membership
will be nine (9) members, with representation proposed as follows:
o Public at large 1
o Residential owner 1
o Residential tenant 1
o Business tenant 1
o Business owner/operator 1
o Property owner (vacant) 1
o Community organization 1
o Montgomery Planning Committee 1
o School district I
III. How to Apply
An application for membership is attached (Attachment 1), is available at City Hall, and
win be distributed at the Public Information Meeting scheduled for June 19, 1990.
Applications will also be available by mail by calling Lance Abbott, Community
Development Specialist, at (619) 691-5047. To be considered for PAC membership, a
completed application must be returned to City Hall no later than 5 p.m. on June 22,
1990.
IV. Membership Selection Process
Upon receipt of applications for PAC membership, City staff will review them to
determine eligibility and will compile a list of applicants which will serve as the official
- ballot for the selection process. Election of the PAC shall take place at the publicly

noticed PAC Formation Meeting scheduled for June 26, 1990. Prior to the election, all
applicants shall be introduced and be given three (3) minutes to address the group.
Upon verification of eligibility to vote, a secret ballot shall be held: PAC membeFs shall
be elected by a majoFity vote except that at least one member must represent each of
the categories. If a qualified individual who has submitted an application is not elected,
their application will remain and will be considered for future PAC vacancies.
In the event that qualified candidates for the residential owner, residential tenant,
business owner, or community organization seats do not come forward to serve on the
PAC, the City Council shall direct staff to hold the seat open until qualified candidates
apply and a subsequent election is held. If, however, the vacancy occurs in one of the
other categories designated in Section II of these Procedures, the seat will be
recategorized to "Public At Large" and a second ballot will be held to fill any and all
vacancies. The existence of vacancies shall not prevent the PAC from carrying out its
duties as required by the Law.
V. City Council Confirmation
The City Council shall review and confirm the PAC at their meeting of July 17, 1990. The
Council will also adopt procedures to establish the PAC's responsibilities.
VI. Eligibility to Vote for PAC Members
To be eligible to vote to select the PAC, an individual must attend the scheduled PAC
Formation Meeting and provide proof that he or she qualifies to vote for one of the ·
categories for PAC membership as defined in Section II (residential owner/occupant,
residential tenant, business owner/operator, business tenant, property owner,
representative of a community organization or school district within the Project Area). To
qualify as a representative of a community organization, an individual must present
written authorization from the local governing board.
VII. Informational Public Meeting
An organizational meeting to present background information, discuss the purpose and
role of the PAC and answer questions, will be held on Tuesday, June 19, 1990 at 7:00
p.m. at the Otay Community Center, 1671 Albany Avenue, Chula Vista, California.
Copies of these procedures will be made available at this public meeting.
VIII. PAC Formation Public Meeting
A PAC Formation Meeting will be held on Tuesday, June 26, 1990 at the Otay
Community Center, 1671 Albany Avenue, Chula Vista, California to facilitate the election
of the PAC from all qualifying individuals in attendance at the meeting.

IX. Public Noticing
Mailing
Public Notices regarding the formation and selection of the PAC will be mailed to all
Project Area property owners, residents, businesses and community organizations
pursuant to Section 33385 of the Redevelopment Law. The Notices will be mailed via 1st
class mail no later than Monday, June 11, 1990. Notices will be hand delivered to
residences in mobile home parks and residential hotels.
The mailed Notice will be in the format attached hereto as Attachment 2.
Publication
Notice of the June 19, 1990 and the June 26, 1990 Public Meetings will be published in
the Chula Vista Star News. The Notice will be in the format attached hereto as
Attachment 2.
X. Statement of Economic Interests
Pursuant to the regulations and procedures of the City of Chula Vista, all members of the
PAC shall be required to file a Statement of Economic Interests upon confirmation by the
City Council. PAC members will be required to report sources of income, investments,
and interest in real property within the boundaries of the Project Area or within 300 feet of
the boundaries of the Project Area.
XI. PAC Activities
The City Council will establish guidelines to assist the PAC in its review of the proposed
redevelopment program. Agency staff, legal counsel and consultants will serve as staff
and will maintain the minutes of all PAC proceedings.

NOTICE OF PUBLIC MEETINGS

PROJECT AREA COMMITTEE FORMATION
The Chula Vista Redevelopment Agency is currently pursuing the creation of a Redevelopmerit Project
Area ("Project Area"). The Project Area boundaries generally encompass the commercial and
industrial properties along Third Street from Naples to the southern City limits; the commercial and
industrial property north and south of Main Street; some of the commercial properties adjacent to
Broadway from "J" Street to the southern City boundary; the area referred to as West Fairfield between
I-5 and the western City limits; and the residential areas known as Woodlawn Park and
Broderick - Otay Acres.
In order to facilitate the creation of the Project Area, the City Council must establish a Project Area
Committee CPAC") for the proposed Project Area. The purpose of the PAC is to assist in the planning
process for establishing the new Project Area. Agency staff is holding two meetings at the time and
place listed below. The PAC information meeting is to inform potential PAC applicants of PAC's role
and responsibilities. At the second meeting, the PAC members will actually be elected by those
eligible voters in attendance.

Questions and Answers:
What You Should Know About Redevelopment.
_his notice is to inform you that your property, business or home is
proposed to be included in a Redevelopment Project Area. To be
included are the Main Street, Palomar, West Fairfield, East
Fairfield, Harborside, Woodlawn Park, Broderick's Otay Acres and
Arizona Street areas.
Many people will have questions about this new "project area", and
what it will mean for them. This notice is to answer your questions
about redevelopment.
Question: What is redevelopment?
Answer: Redevelopment is a process used by the City of Chula Vista
to revitalize the economies of depressed or neglected communities.
This is accomplished through the construction of needed improvements
such as streets, sidewalks and landscaping, and through the
replanning and rennovation of poorly used property.
The city has four existing redevelopment project areas: Town Centre
(3rd Avenue from E to I Street), in the Bayfront, on Otay Valley Road
east of Interstate 805 and Town Centre II, an area along H Street and
Broadway that includes the Chula Vista Shopping Center.
mhis new redevelopment project area will include many areas that are
need of additional public infrastructure. The goal of
~edevelopment is to improve these services, improve the economy and
to improve property values in the project area.
Question: How does redevelopment work and what will it do?
Answer: Redevelopment is a way to increase the amount of money
spent by city government in your area. By designating your area as a
redevelopment project, the city will be able to keep some additional
property tax money that is now being sent to the state and other
government agencies.
This redevelopment project will not raise your taxes in any way.
Instead, it will allow the city to keep more of the property tax
dollars you pay now, working for you in your community.
Technically, redevelopment acts to set a base year for the value of
all property within the project area. By California law, property is
taxed at 1% of its value per year. Today, the revenue from this
property tax is divided among the state, the city, the county, school
districts and other agencies.
With redevelopment, whenever a property is revalued for tax purposes,
when it is sold or major improvements are made, the tax paid on the
value over the base year tax value goes directly to the redevelopment
"~ject area. This is known as "tax increment revenue".
Again, this will not result in a tax increase for you or anyone else.

Question: When will I see improvements from redevelopment?
Answer: Redevelopment works over a long period of time, It is not a
short term, quick-fix program. A redevelopment plan is typically
implemented over 25 or even 30 years.
During this 25 or 30 year period, the city will gradually receive the
additional tax revenues from the property revaluation and use this
money to improve public infrastructure and encourage new and existing
business activity.
Question: Will redevelopment mean that property will be
condemned?
Answer: The Chula Vista City Council will administer the project,
serving as a "Redevelopment Agency." This agency may have the power
of eminent domain (condemnation), just as the city, state and federal
governments have such power in order to serve public needs.
However, this condemnation power has rarely been used by the
Redevelopment Agency. On occasion, the Agency will purchase
property. But this is normally accomplished by offering property
owners a price they accept through negotiation. Often this purchase
also gives special property tax advantages to the sellers.
Question: How can I learn more about plans for
redevelopment?
Answer: Enclosed is a public notice for formation of a Project Area
Committee. This 9-men~ber committee is composed of people who own
property, reside, represent a school district or community group, or
operate a business in the designated redevelopment area.
This Project Area Committee (PAC) is the local recommending
organization for all actions taken within the project area. The
PAC'S recommendations are passed on to the Redevelopment Agency.
An informational meeting about the project area and PAC membership
elections will be held on June 19, 1990, at the Otay Community Center
on Albany Avenue, just north of Main Street.
Please attend this meeting if you are interested in more information
about plans for redevelopment, or if you are interested in serving on
the PAC.
