RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
SUPPORTING LAIDLAW WASTE SYSTEMS, INC. GRANT APPLICATION
FOR SAN DIEGO COUNTY'S RECYCLING TECHNICAL ASSISTANCE
PROGRAM
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, on April 26, 1990, the City Council adopted a policy on
recycling and integrated waste management which established goals of 30%
diversion by 1992, and
WHEREAS, the first stage of the program is to expand the current pilot
residential curbside program to Citywide coverage of approximately 22,000
single family homes, and
WHEREAS, in order to accomplish this goal, staff is currently negotiating
program parameters and schedules with Laidlaw Waste Systems, Inc. and the
company is applying for a Recycling TAP grant to help defray capital
expenditures, and
WHEREAS, during the pilot program, about 40 tons per month were diverted
from the landfill and based on that data, an estimated diversion rate from the
Citywide project would be about 3,000 tons annually, and
WHEREAS, it is clear that any new recycling programs in the City will
assist in reaching the 30% diversion goals and 25% mandates and for these
reasons, staff recommends that Council support Laidlaw's Grant Application.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby support Laidlaw Waste Systems, Inc.'s Grant Application for
San Diego County's Recycling Technical Assistance Program.
