The plan contemplates a significant density increase from an adopted 3,779 dwelling units to 5,338 dwelling units, or a 41 percent change. To assist the staff in evaluating the land use plans, consultant services are being requested with VTN to conduct grading evaluation and alternative grading concepts preparation. RECOMMENDATION: That Council approve the agreement authorizing the Mayor to sign on behalf of the City Council . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: El Rancho Del Rey is one of the largest and most important private developments the City will see during the next 10 years. It is critically important for staff and Council to have a thorough evaluation of the project options available. In that light, grading becomes an important density determinant, especially with the steep terrain. This project is estimated to result in grading between 19 and 21 million cubic yards of dirt. For comparative purposes, Hidden Vista Village graded about 4 million cubic yards and EastLake I is estimated to grade 6 million cubic yards. Thus El Rancho will constitute the largest single private grading project in the City of Chula Vista to date. The City's Specific Plan and land use allocation was adopted by the City Council in 1978. No grading or detailed engineering analysis occurred at that time. The applicant's engineer and land planner, Jim Hutchinson and Gary Cinti , have prepared a grading plan for the adopted plan, the proposed amendment, and an alternate plan (same density as the proposed amendment but preserving most of Rice Canyon in a natural condition) . Unfortunately, the analysis of the adopted plan shows 19 million cubic yards of cut and fill with 3 million of that required to be exported off-site. If true, this in effect voids the practicality of ever developing under the adopted plan scenario. As to the proposed plan amendment, only one method of site grading, a mass grading concept, has been prepared. Page 2, Item 20 Meeting Date 12/18/84 For protection of the interest of the general community and to assist in evaluation of the amendment, the City should independently confirm the adopted plan grading analysis, see if the adopted plan can be made workable, as well as explore other approaches toward site development. Thus, staff contacted three consultants to outline how they would approach the issues specified. In staff's judgment, VTN offered the best proposal and most timely response capability. The recommendation was made in accordance with Council Policy on the selection of consultants and was reviewed by the City Engineer and Mr. .
