On May 15, 1984, the City Council by Resolution No. 11621 approved a
cooperative agreement with the County of San Diego for the design and
construction of the Sweetwater River Flood Control Channel . The Sweetwater
River Flood Control Channel will be constructed in conjunction with the State
Highway 54 Project and involves the cooperation of the City of National City,
U. S. Army Corps of Engineers, San Diego Unified Port District, the County of
San Diego and the City of Chula Vista.
On December 17, 1984, CalTrans advertised for bids for the construction of the
Flood Control Channel. The channel will require three separate contracts for
construction and its expected to require about three years to complete.
The U. S. Army Corps of Engineers has requested that a resolution and a letter
of intent to participate in the development of the recreation features
included in the project be adopted by the local agencies as soon as possible.
RECOMMENDATION: That Council adopt the resolution declaring the City's
intent to participate in the recreation features of the Sweetwater River Flood
Control Project and authorizing the Mayor to sign a letter of intent of such
participation to the Corps of Engineers.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposed recreation features included within the Sweetwater River Flood
Control project consist of a bicycle path connecting the Sweetwater Regional
Park on the eastern edge of the project boundary with Tidelands Avenue west of
the 1-5 freeway. Also proposed are a separate equestrian trail from
Sweetwater Regional Park to just east of I-5, a hiking and bike trail from
west of I-5 south of the flood plain to Gunpowder Point and a quiet water
beach along the flood control channel west of I-5 (within National City's
jurisdiction). The total recreation concept for the Sweetwater Flood Control
Project was developed over an extensive period of multi-agency planning and
coordination which will result in a major regional recreational facility.

The estimated cost of the recreation features for this project is about
$224,500. Of this amount, the City of Chula Vista's responsibility will be
about $116,750. Our contribution is expected to be paid in FY 1986. None of
these costs are reimbursable by the State Department of Water Resources. In
addition to the first cost, there will be an annual maintenance cost after
completion of construction (in FY 1987-88) . The City of Chula Vista's annual
maintenance cost share is estimated to be about $18,000.
The FY 1984-85 Capital Improvement Budget contains funds for the payment of
the City 's share of the Sweetwater Flood Control Project recreational
features. The amount included in this project ($80,000) is not sufficient to
cover the new estimated expense. We will , therefore, request in next year's
budget the additional funds (about $40,000) . The annual maintenance cost will
be requested in the FY 1987-88 budget.
Completion of this project will enhance the health, safety and welfare of
Chula Vista and adjacent areas. A transparency showing the recreational
features of the project is available for Council viewing.
FISCAL IMPACT: Chula Vista 's share of the recreation aspects of this
project is estimated to be about $116,750. The FY 1984-85 Capital Improvement
Budget contains $80,000 towards this cost. We will be requesting in the
budget for FY 1985-86 the remainder of the funds (about $40,000) .
The annual maintenance cost attributed to Chula Vista is estimated to be about
$18,000. This cost will begin in FY 1987-88 after project completion. At
that time, we would include this cost on subsequent budget requests.

SUBJECT: SWEETWATER RIVER FLOOD CONTROL PROJECT
Dear Col. Butler:
On December 18, 1984, the Chula Vista City Council, by
Resolution No. 11885, approved the City' s intent to
participate in the recreation features included in the
U. S. Army Corps of Engineers ' General Design Memorandum
for the Sweetwater River Flood Control Channel project and
authorized the Mayor to sign a letter of intent on behalf
of the City. A copy of this resolution is attached.
Please accept this letter as the letter of intent to
participate in the recreation development proposed in
conjunction with the Sweetwater River Flood Control Channel
' Project.
We look forward to the successful completion of this project
as it will greatly benefit the City of Chula Vista and the
entire South Bay region.
