On May 31 , 1984, the City Planning Department received an application for a
reorganization from the San Diego Country Club, chief proponent and land owner
of the involved territory.
The proposed reorganization consists of jurisdictional changes which include
the annexation of approximately 3.86 acres of unincorporated territory to the
City of Chula Vista and concurrent detachments from the San Diego County Flood
Control District-Zone 3 and County Service Area No. 62 (Montgomery Park).
The Local Agency Formation Commission (LAFCO), at their meeting of December 3,
1984, adopted a resolution approving the proposed reorganization and
authorized the City of Chula Vista to conduct proceedings without notice and
hearing.
RECOMMENDATION: That Council adopt a resolution ordering the proposed "San
Diego Country Club Reorganization" involving annexation to the City of Chula
Vista and concurrent detachments from the San Diego County Flood Control
District-Zone 3 and County Service Area No. 62 (Montgomery Park) .
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The 3.86 acre proposal area, which is depicted on Exhibit A of this report, is
located in the southeasterly corner of the Country Club's ownership of
approximately 150 acres of land, and, to the north of Naples Street and west
of Corte Maria Avenue. The subject unincorporated territory is presently
vacant and is contiguous to the City's boundary on the east and south. The
applicant has requested annexation to the City in order to obtain
comprehensive municipal services for a proposed residential condominium
development.

General Plan and Prezoning
The County's South Bay Community Plan designates the proposal area
"Residential 5" (7. 3 du/ac.) and County zoning is S-90-20 (Holding Area). In
September, 1984, the City Council considered General Plan amendment and
rezoning/prezoni ng requests from the San Diego Country Club for the allocation
of 6 acres of its 150-acre site from parks and public open space to medium
density residential use. Council subsequently approved the requests.
The subject area is now designated "Medium Density Residential (4-12 dwelling
units per gross acre)" on the plan diagram of the Land Use Element of the
Chula Vista General Plan, and is City zoned/prezoned R-3-P-14 (14 dwelling
units per net acre maximum). The reorganization territory constitutes the
northerly 3.86 acres of the subject area.
Proposed Development
The annexation area is part of a proposed 6-acre, 80-unit residential
condominium development known as San Diego Country Club Villas, Chula Vista
Tract 85-1 . A tentative subdivision map for the proposed project is now being
processed by the City but has not been scheduled for Planning Commission
consideration at this time.
Environmental Review
The Environmental Impact Report (EIR-84-7) for the proposed project, including
annexation, was certified by the City Council at its meeting of September 11 ,
1984.
LAFCO Action
The Local Agency Formation Commission, at its meeting of December 3, 1984,
adopted a resolution approving the proposed reorganization, designated the
City of Chula Vista as the conducting authority, and authorized the City to
conduct proceedings without notice and hearing.
Municipal Services
The City's Public Works, Fire, and Police Departments have concurred that the
subject reorganization area, and subsequent development, can be served
immediately upon annexation without an increase of manpower and/or equipment.
FISCAL IMPACT: The City of Chula Vista and County of San Diego adopted a
Master Property Tax Exchange Agreement which pertains to this proposal .
Notwithstanding the said agreement's expiration on November 1 , 1984, the
exchange of property tax revenues had already been determined prior to the
expiration date and, therefore, the provisions of the old agreement were used
for this particular reorganization proposal .

The Master Agreement's definition of "undeveloped property" (real property
having no assessed improvements thereon or having improvements thereon with an
assessed value of less than the assessed value of the land in the same parcel )
pertains to the territory proposed for annexation. According to said
Agreement, the City would receive none of the base year property tax, but, in
future years, would receive an apportionment of 41% of the annual tax
increment generated above the base year.
