At 2:00 p.m. on November 28, 1984, in Conference Rooms 2 and 3 in the Public
Services Building, the City Engineer received sealed bids for "Street Light
Installation on Third Avenue from "K" to "L" Street in the City of Chula
Vista, California. " This project was included in the 1983-84 Capital
Improvement Program. The work consists of installation of five street lights
and service pedestal on Third Avenue between "K" Street and "L" Street
including conduit, conductors, pull boxes and any other parts necessary to
complete the system. Also included are the reconnection of electrical and
telephone service to the traffic signal controller at Third Avenue and "K"
Street.
RECOMMENDATION: That Council :
1. Authorize the expenditure of $17,000 (including contingencies) .
2. Accept bids and award contract to D & H Perry Inc. , Spring Valley in the
amount of $15,390.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from four contractors as follows:

2. MCR Electrical Contractors, Inc. - Imperial Beach 16,676.00
3. Select Electric, Inc. - San Diego 16,985.00
4. Gulf Electric Co. of California - San Diego 23,763.50
The low bid by D & H Perry, Inc. was below the engineer's estimate of $17,172
by $1 ,782 or 10.4%. We have reviewed the low bid and recommend awarding the
contract to D & H Perry, Inc.
FISCAL IMPACT: Routine City maintenance.

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
