Chula Vista and Ralph Andersen and Associates for Recruitment
Services (Deputy Public Works Director)

BACKGROUND
This report recommends that the City retain Ralph Andersen and Associates to provide
limited professional services to assist in the recruitment for the position of Deputy
Director of Public Works. This position became vacant in February of this year, and there
is need to obtain a list of qualified candidates for the position. The City's recent
efforts to recruit candidates for the position has not been successful , and professional
assistance is needed.
RECOMMENDATION: Adopt resolution.

DISCUSSION
The position of Deputy Director of Public Works is a very important position in the City
organization. Recent recruitment efforts have failed to produce a viable list of potential
candidates for this position. Every effort needs to be taken to make certain that the
best available candidates apply, including those who would not normally answer the City's
ad for this job from professional journals.
The in-house recruitment for this position drew a substantial number of responses, but
subsequent screening revealed that those applying did not meet our expectations or
possess the background and experience we felt necessary to perform the duties and
responsibilities of the position.
The use of professional services in the City's recruitment effort for high level positions,
such as recently used in the recruitment of Planning Director, offers the advantage of
engaging a firm that is aware of qualified individuals who may be interested in making a
move but would not necessarily respond to journal advertising. The professional firms
are also aware of those individuals who have a good reputation in other parts of the
state or region and appear well suited for the Deputy Public Works Director position.
It is the direct letter of solicitation under the signature of the City Manager and
follow-up phonecalls by the professional service provider that represents the intensity
and level of effort that is really needed to fill this position with the most qualified
individual available.
The services proposed under this contract are only for the recruitment, and the selection
process will be totally under the supervision and performance of City staff. This is not
a full-fledged recruitment and selection process by an outside provider, but only an
assist in the recruitment phase of said process. The firm recommended to perform the work,
Ralph Andersen and Associates,is the same firm used in the successful recruitment of our
present Planning Director. The firm has a long and successful record of performing re-
cruitment and selection for various high level positions in government and the private
sector.

FINANCIAL IMPACT: The cost of the professional services will be $4,500, plus reimbursement
for out-of-pocket expenses, which should not exceed $600. There are
sufficient funds in the City Manager's budget to cover this expense.
