Establishing dates for property owners to be ready to receive underground service and remove all poles and overhead facilities within Underground Utility District No. 111 on Third Avenue from "K" Street to "L" Street SUBMITTED BY: Director of Public Works/ City Engineer (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager, The City Council on February 12, 1980, by Resolution No. 9957-A established an underground utility district on Third Avenue from "K" Street to "L" Street. In accordance with Section 15.32.150 of the Chula Vista Municipal Code, Resolution 9957-A states that City Council shall by subsequent resolution fix the date on which affected property owners must be ready to receive underground service and the date poles, overhead wires, and associated structures shall be removed. RECOMMENDATION: That Council 1 . Set March 27, 1985, as the date property owners in the Underground Utility District No. 111 on Third Avenue from "K" Street to "L" Street shall be ready to receive underground service from the San Diego Gas and Electric Co. 2. Set November 15, 1985, as the date property owners in the Underground Utility District No. 111 on Third Avenue from "K" Street to "L" Street shall be ready to receive underground service from Pacific Bell Company. 3. Set February 28, 1986, as the date for poles, overhead wires, and associated structures shall be removed within Underground District No. 111 on Third Avenue from "K" Street to "L" Street. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The utility companies have informed the staff that they can meet the above recommended dates. In fact, SDG&E has already completed the installation of conduit within the Third Avenue right-of-way. The Pacific Bell Company expects to complete their conduit installation by December of 1984. SDG&E expects to convert their customers to underground services by March 27, 1985. Pacific Bell , however, will require an additional eight months (to November 15, 1985) before they can switch their customers to under. • I . - ' - /2t*"—z/L-e-- - 1-Ii ih3 CE`; C ncii of Chu;a Vsta, California Dated // — (9-e " ' Page 2, Item 13 Meeting Date 11/20/84 They require this additional time because their facilities along Third Avenue (major trunk lines serving the South Bay and international links) need to be converted at the same time. The conversion of these facilities requires extra work and special coordination. Engineering staff feels that the dates recommended to be set by Council are attainable and do not constitute a burden on the property owner. The cost of converting the electrical service connections will be borne by the property owners. This cost averages between $300 and $1 ,000 per service depending on service load and other criteria. Approximately ten services will need to be converted. A slide showing the boundaries of the district is available for Council viewi ng. FISCAL IMPACT: None.
