ITEM TITLE: Resolution // 7-3 Initiating the "Bonita Optimist Center
Reorganization" involving annexation of approximately 15 acres
of uninhabited territory to the City of Chula Vista, and
concurrent detachments from the Bonita-Sunnyside Fire
Protection District and the San Diego County Flood Control
District-Zone 3 pursuant to the provisions of the District
Reorganization Act of 1965 (DRA)

The subject 15 acre proposal area is located on the southerly side of
Sweetwater Road adjacent to the easterly line of Rohr Park in the
unincorporated territory of San Diego County (Please see Exhibit A of this
report) .
This area is a part of the County's Sweetwater Regional Park Plan and has been
dedicated to the public for park use.
As a result of the recent settlement of a lawsuit involving the County of San
Diego and the Otay Valley Road Redevelopment Project, the City acquired
ownership of the subject area from the County and is now required to maintain
the subject park land. Therefore, annexation of the lands in question to the
City of Chula Vista is appropriate at this time.
The District Reorganization Act of 1965 (Government Code Section 56140 et
seq. ) provides that an affected City may initiate a reorganization proposal by
the adoption of a "resolution of application." The said resolution would
become the initiating document and would accompany the annexation application
to LAFCO.
RECOMMENDATION: That Council :
1 . Adopt a "resolution of application" initiating the proposed "Bonita
Optimist Center Reorganization" involving annexation of approximately 15
acres of uninhabited territory to the City of Chula Vista, and concurrent
detachments from the Bonita-Sunnyside Fire Protection District and the San
Diego County Flood Control District-Zone 3 pursuant to the provisions of
the District Reorganization Act of 1965 (DRA).
2. Authorize the Mayor of the City of Chula Vista to sign all applicable
annexation application forms for submittal to LAFCO.

3. Authorize the payment of all LAFCO and State Board of Equalization
processing fees in the sum of $1020.00 from City Account No. 100-0730-5202.

DISCUSSION:
General Description of the Proposal Area (Please see Exhibit A)
The proposal area is located directly east of Fred Rohr Park in the
unincorporated territory of San Diego County. The subject area is contiguous
to the existing City boundary on three sides and is closed by the adjoining
Sweetwater Road on its northerly side.
The proposal area is part of the County's Sweetwater Regional Park Plan. It
is presently occupied by the Bonita Optimist Center, a non-profit youth
organization which is sponsored by the Bonita Optimist Foundation. The site
also includes several accessory structures/maintenance sheds.
As a result of the recent settlement of a lawsuit involving the County of San
Diego and the City of Chula Vista Redevelopment Agency (re: Otay Valley Road
Redevelopment Project) , the City acquired ownership of the parcel and is now
required to maintain the subject property.
General Plan and Prezoning
The subject area is designated "Parks and Public Open Space" on the plan
diagram of the Land Use Element of the Chula Vista General Plan. The proposal
area was prezoned in 1971 as part of the Sweetwater Valley prezoning program.
The northwesterly 2 acres of the territory is prezoned R-E (Residential Estate
- 20,000 sq. ft. minimum lot size) , and the balance of the area is prezoned
A-8 (Agriculture - 8 acre minimum lot size) . Approximately the southerly
one-half of the area prezoned A-8 lies within the floodplain of the Sweetwater
River.
The County's Sweetwater Community Plan designates the area 22 - (Public/Semi-
Public) , and 24 - ( Impact Sensitive Area/Floodplain) . County zoning is
presently S-80 and A-1 (8) . The County designations are substantially
consistent with both the City designations and the existing land uses which
occupy the subject area.
Environmental Review
LAFCO staff has preliminarily reviewed the subject proposal and has determined
that it is categorically exempt from environmental review. However, once the
proposal is filed with LAFCO for processing, LAFCO, as lead agency, will make
a final determination.

Submittal to LAFCO
The Planning and Engineering Departments have prepared all the necessary
materials for submittal of the proposal to LAFCO by December 1 , 1984.
FISCAL IMPACT: The City of Chula Vista and County of San Diego are
presently negotiating a new Master Property Tax Exchange Agreement which is
expected to be reached by the end of the current month. The County Assessor's
Office reports that the subject property is most likely tax exempt because of
its ownership status. However, a more precise determination regarding
property tax revenue will be made by the County Auditor during LAFCO 's
processing of the application.
Short term financial impact of the proposed City-initiated reorganization
involves the payment of all LAFCO and State Board of Equalization processing
fees as follows:
