On May 10, 1983, the Council approved a three year Housing Assistance Plan for
the period from October 1 , 1982, to September 30, 1985, and submitted that
plan to HUD, by whom it was subsequently approved. Ongoing maintenance of
that plan requires annual Statements of Housing Assistance Goals. The
statement of goals for the period from October 1 , 1984, to September 30, 1985,
has been prepared.
RECOMMENDATION: That the Council adopt the resolution:
1. Approving the Statement of Housing Assistance Goals for the period of
October 1 , 1984, to September 30, 1985; and,
2. Authorizing the submittal of the statement to the U. S. Department of
Housing and Urban Development; and,
3. Authorizing the City Manager to make minor adjustments to the statement in
response to federal review.
BOARDS/COMMISSIONS RECOMMENDATION: The housing programs listed in the
statement have been reviewed on various dates by the Human Relations
Commission and, where applicable, by the Commission on Aging.
DISCUSSION:
The Statement of Housing Assistance Goals is a federal requirement of the
Community Development Block Grant (CDBG) program. The CDBG funds are provided
to communities by the federal government to principally assist low and
moderate income individuals, to prevent or eliminate slums and blight, or to
address urgent needs. As housing assistance to low income households is a
prime factor in these pursuits, HUD has tied program funding to housing
assistance. The City must demonstrate a good faith effort in pursuing the
goals statement of the Housing Assistance Plan. In extreme cases, Block Grant
funding could be withheld by HUD for lack of performance in addressing the
Housing Assistance Plan goals.

The goals statement is speculative in nature. It identifies numbers of low
income units to be assisted through City efforts which are dependent upon
market conditions and HUD funding levels and cycles. As funding under HUD
programs will not be awarded to a locality unless the locality's housing goals
include units to be so funded, the housing goals are of necessity somewhat
optimistically stated. However, a balance has been attempted between
inclusion of units to require HUD funding and the avoidance of exaggerated
expectations on the part of HUD, which could lead to the charge of
non-performance.
The goals statement does not create a new level of obligation for the City in
the provision of low and moderate income housing. Rather, it provides detail
as to the City's concentration of effort on specific goals within the larger
goals adopted by the City Council on May 10, 1983.
FISCAL IMPACT: Approval of this Statement of Housing Assistance Goals will
give the City continued eligibility to more than $1 million of Community
Development Block Grant funding for FY 1984-85.
