ITEM TITLE: Resolution //t2 Initiating the "Bonita Road/Plaza Bonita
Road Reorganization" involving annexation of approximately 3.5
acres of vacant uninhabited territory to the City of Chula
Vista, and concurrent detachments from the Bonita-Sunnyside
Fire Protection District and the San Diego County Flood
Control District-Zone 3 pursuant to the provisions of the

In late 1982 the City and County Parks Department began discussions regarding
the development potential and annexation of the subject territory. The lands
in question are currently County-owned and under the control of the County
Parks Department, which has considered the property to be surplus park land.
Both the City and County concur that annexation to the City of Chula Vista is
appropriate at this time, and that the City of Chula Vista should be the
initiating agency.
The District Reorganization Act of 1965 (Government Code Section 56140 et
seq. ) provides that an affected City may initiate a reorganization proposal by
the adoption of a "resolution of application." The said resolution would
become the initiating document and would accompany the annexation application
to LAFCO.
RECOMMENDATION: That Council :
Adopt a "resolution of application" initiating the proposed "Bonita Road/
Plaza Bonita Road Reorganization" involving annexation of approximately 3.5
acres of vacant uninhabited territory to the City of Chula Vista, and
concurrent detachments from the Bonita-Sunnyside Fire Protection District and
the San Diego County Flood Control District-Zone 3 pursuant to the provisions
of the District Reorganization Act of 1965 (DRA) .

DISCUSSION:
General Description of the Proposal Area (Please see Exhibit A)
The 3.50 acre proposal area is a vacant elongated parcel of land located
directly east of I-805 at the northwest corner of Bonita Road and Plaza Bonita
Road in the unincorporated territory of San Diego County. The subject area is
contiguous to the existing City boundary on its westerly side and is closed by
the adjoining roads.

The proposal area is part of the County's Sweetwater Regional Park plan.
Several years ago Plaza Bonita Road (formerly Bonita Mesa Road) was realigned
to the east with the intersection of Bonita Road and Lynnwood Drive in order
to achieve better arterial circulation/signalization in the immediate area
(Plaza Bonita Road serves the Plaza Bonita Shopping Center located in
neighboring National City to the north) . When the subject realignment
occurred, the proposal area was created and became severed from the balance of
the Regional Park. The County Parks Department, which presently has
jurisdiction over the area in question, has declared the area surplus park
land.
General Plan and Prezoning
The subject area is designated "Visitor Commercial" and "Parks and Public Open
Space" on the plan diagram of the Land Use Element of the Chula Vista General
Plan.
The entirety of the proposal area was prezoned A-8 (Agricultural Zone-8 acre
minimum lot size) in 1971 as part of the Sweetwater Valley prezoning program.
The City Council , at their meeting of October 30, 1984, continued a request to
prezone part of the property to visitor commercial pending completion of
certain traffic improvements by CALTRANS at the Bonita Road and I-805
interchange.
The County's Sweetwater Community Plan designates the subject area 24-Impact
Sensitive Area (1 Dwelling Unit/4, 8 & 20 acres) , and the area is within the
flood plain of the Sweetwater River. County zoning is presently A-70 (Limited
Agriculture Zone) .
The County Board of Supervisors, on October 30, 1984, adopted the Sweetwater
Regional Park Master Plan. The subarea in question is designated "Commercial/
Improved Open Space/Roadside Landscaping" on the said master plan. This
designation is compatible with the City's proposed prezoning.
Future Development
The Bradley parcel , adjacent to the west of the proposal area, has been
approved for the construction of a new Burger King Restaurant, however, County
Parks has not come forward with any development plans for their property at
this time.
Environmental Review
An Initial Study, IS-83-21 of possible adverse environmental impacts of the
project (annexation and prezoning) was conducted by the Environmental Review
Coordinator on September 14, 1984, who concluded that there would be no
significant environmental effects and recommended that the Negative
Declaration be adopted. However, at the time specific development plans are
submitted to the City, further environmental review will be required.

Submittal to LAFCO
The application package was filed with LAFCO on November 1 , 1984.
FISCAL IMPACT:
The City of Chula Vista and County and San Diego have adopted a Master
Property Tax Exchange Agreement which pertains to the proposed jurisdictional
change. The City's share of tax revenue from the area will be pursuant to the
provisions of said Agreement.
Short term financial impact of the proposed City-initiated annexation will be
the payment of all annexation processing fees as follows:
State Board of Equalization - $160.00
LAFCO - 525.00
TOTAL FEES $685.00
WPC 1296P
