The Coastal Commission requires that prior to submission of an implementation plan a public hearing must be held which is duly noticed in local newspapers and all property owners notified of said hearing. This is the time and place advertised for the Mayor/Chairman to open this joint City Council/Redevelopment Agency public hearing for the consideration of sub- mission of the Implementation Plan to the State Coastal Commission. RECOMMENDATION: That the Agency/Council adopt the resolution authorizing submittal of the plan to the California Coastal Commission. BOARDS/COMMISSIONS RECOMMENDATION: The City Council , in a workshop held on October 25, considered the subject plan. The Planning Commission approved the Land Use Plan that is reflected in the subject Implementation Plan. The Planning Commission is set to consider the Environmental Impact Report (EIR) on the specific plan portion of the Implementation Plan in November and will hold a formal hearing to consider adoption of the document on January 9, 1985. DISCUSSION: The Implementation Plan and related documents as presented this evening must be formally reviewed in context of a specific plan by both the Planning Commission and City Council . Because an EIR is required, it is not possible to hold such hearings at this time. Rather, the Agency/Council is asked to review the plan as it affects the Implementation Plan approved by the Coastal Commission. Formal adoption of the specific plan, subdivision ordinance amendment, and other required local reviews will be held concurrently with Coastal Commission review of the documents. Since the Coastal Commission has reviewed various stages of the document during its preparation, it is not anticipated that major changes will be required. The Implementation Plan is a mirror of the Land Use Plan and, as such, the Coastal Commission is asked to review this document. Because the Implementation Plan will allow the City to issue permits for construction in the coastal zone, the Commission must certify that the Implementation Plan does not deviate from the Land Use Plan. Local codes, ordinances, and, in our case, a specific plan, are in place so as to assure Coastal Commissioners that policies and guidelines established in the Land Use Plan will be carried out. Any deviations from the Local Coastal Plan will then have to go to the Coastal Commission along with local changes in order to be implemented. FINANCIAL IMPACT: Not applicable.
