HomeMy WebLinkAboutAgenda Statement 1984/10/30 Item 11 COUNCIL AGENDA STATEMENT Item 11 Meeting Date 10/30/84 ITEM TITLE: Resolution //I/6 Approving Change Order No. 1 , and authorizing the City Engineer to execute the Change Order - Colorado Avenue Storm Drain SUBMITTED BY: Director of Public Work / City Engineer:, (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The City Council by Resolution 11754 on September 4, 1984, awarded the contract for the construction of Colorado Avenue storm drain from Oxford Street to Moss Street to KIP Incorporated. The contract was executed on September 19, 1984. RECOMMENDATION: That City Council 1 . Authorize the expenditure of $20,102.50 from the Telegraph Canyon Flood Control Project RC-08. 2. Approve Change Order No. 1 increasing the contract $18,602.50; 3. Authorize the City Engineer to execute Change Order No. 1 . DISCUSSION: This project constructs a storm drain from the Price Club along Colorado Avenue to Moss Street. This pipe terminates at the end on an existing County storm drain and empties into an unimproved open channel some 113 feet from the Army Corps of Engineers proposed Telegraph Canyon Flood Control Channel . The Army Corps of Engineers is currently preparing final construction plans for their project. The Corps will be constructing an enclosed box culvert in the locality where our project ends. The Corps expects to begin construction of their flood control project in about a year. The Corps' design will require that our storm drain as well as the County's be extended 113 feet as part of the Corps project. Our current contract includes the construction of 120 feet of retaining wall , rip rap and a modified headwall at the cost of $26,352 which will be torn out and wasted when the Corps builds their flood control channel . The purpose of this change order is to change the design to accommodate the Corps project by eliminating the retaining wall , rip rap and modififed headwall and instead extend our storm drain as well as the County's with 60" reinforced concrete pipes 113 feet to join the Corps proposed box culvert. The cost of extending the two storm drains is $46,454.70. Since the elimination of the retaining wall reduces the current contract by $26,352.00, the net increase due to the additional pipe is $20,102.50 Page 2, Item 11 Meeting Date 10/30/84 The contractor KIP, Incorporated, has requested a change in the design of the cleanout structures which will better accommodate the construction of the cast-in-place pipe. This change reduces the current contract an additional $1 ,500.00 The City and County of San Diego will be sharing in that portion of the cost for the Telegraph Canyon Flood Control Channel which the Corps does not pay for. Costs which the City and County are responsible for are costs for right-of-way, utilities relocation, bridges and any Corps costs which exceed the maximum Federal funding of $4,000,000. It is staff's opinion that the City and County would end up paying for the extension of the two storm drains when the Corps goes to construction. The approval of this change order will save $26,352. Funds are currently budgeted for the Telegraph Canyon Flood Control Channel in the amount of $600,000. The additional increase in the contract of $20,102.50 for the extension of the storm drain can be paid for out of project RC-08. Although the City will be advancing funds for the construction of the additional storm drain at this time, the City will receive reimbursement for the County 's share of the cost at the completion of the Corps project. The change in the design of the project has been reviewed with the Army Corps of Engineers and the County of San Diego. Both agencies have approved the proposed design change. FISCAL IMPACT: The City will lose the interest on $20,102.50. The City will save $26,352.00 in construction costs. The County will reimburse the City up to 40% of the cost of the pipes ($18,582) upon the completion of the Telegraph Canyon Flood Control Project by the Corps of Engineers.
