HomeMy WebLinkAboutAgenda Statement 1984/10/23 Item 18 • COUNCIL AGENDA STATEMENT Item 18 Meeting Date 10/23/84 ITEM TITLE: Resolution // 79 Accepting bids and awarding contract for "Tree Trimming Service in the City of Chula Vista, California" SUBMITTED BY: Director of Public Works/ City Engineer (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager On July 26, 1984, City Council considered a report on street tree maintenance and monolithic curb/sidewalk policy. That report recommended the following: 1 . That the existing street tree maintenance policy be amended to provide the same level of service to street trees behind monolithic curbs/sidewalks as street trees in parkways. 2. That a street tree inventory, frequency standards for trimming, and maintenance standards for street tree maintenance activities be developed during FY 1984-85 and that the staffing impact of such criteria be identified and included for consideration by the City Council during the FY 1985-86 budget sessions. 3. That the current policy for monolithic construction of curbs/sidewalks be maintained. As a short term solution to existing problems in street tree maintenance, staff proposed and Council accepted that a Request for Proposal be prepared for contractual trimming of the 650 palm trees in the City and the 100 coral and pear trees in the Civic Center area. Accordingly, staff developed such a request for proposal. The report on July 26, 1984, gave an estimate of $25,000 for the contractual trimming. However, when the actual request for proposal was prepared and the trees to be trimmed accurately inventoried, there were a total of 390 trees more than had been included in the July 26, 1984, report to Council. Based on that new information, the engineer's estimate became $35,788. As mentioned above, this contractual tree trimming is a short term solution to existing street tree maintenance problems. As indicated would be done in the July 26, 1984, report to City Council , staff has begun the actual inventory of all street, park, and other trees for which the City has trimming responsibility. RECOMMENDATION: That Council : 1. Authorize the transfer and expenditure of $31 ,900 for the tree trimming contract. 2. Accept bids and award contract to Western Tree Service, Chula Vista, in the amount of $28,975.50. Page 2, Item 18 Meeting Date iU/[i/84 BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: At 2:00 p.m. on October 16, 1984, in Conference Room 5 in the Public Services Building, the City Engineer received sealed bids for "Tree Trimming Service in the City of Chula Vista, California". Bids were received from five contractors as follows: 1 . Western Tree Service - Chula Vista $28,975.50 2. Cascio and Sons, Inc. - San Diego 30,411 .50 3. John Henry Tree and Landscaping - San Diego 48,360.95 4. The Davey Tree Surgery Company - Livermore 51 ,116.00 5. West Coast Arborists, Inc. - Buena Park 53,150.00 The low bid by Western Tree Service was below the engineer's estimate of $35,788 by $6,812.50 or 19%. We have reviewed the low bid and recommend awarding the contract to Western Tree Service. FISCAL IMPACT: This contract will require the expenditure of $31 ,900. These funds are available in the FY 1984-85 budget adopted by the City Council .
