Approving application for grant funds under the California Park Recreation Facilities Act of 1984 SUBMITTED BY: Parks & Recreation Director (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager, When Proposition 18 was approved by the voters of California, it provided for regional competitive grants to help renovate, construct or develop a park or playfield area. The proposed renovation project to improve the playfield area behind Bonita Vista Jr. High School fits the criteria under the competitive regional grant section of Proposition 18. Council approval is necessary to file the application with the State of California. RECOMMENDATION: Council approve the resolution for filing an application for 1984 State grant assistance. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Over the past years, representatives of Chula Vista athletic groups have approached the City and Sweetwater Union High School District about improving or providing level ground for new facilities to accommodate the increasing enrollment in their youth athletic activities. The City currently cannot accommodate them in any manner because all park property is developed for other uses, nor does the City own any undeveloped land on which to construct new facilities in any area. The Sweetwater School District, on the other hand, has land behind Bonita Vista Jr. High but no extra funds to develop it. The area behind Bonita Vista Jr. High School is 6 acres of barren ground with a small patch of grass on the eastern edge and 2 backstops. It is proposed to grade the area, install automatic irrigation, grass seed, improve the drainage, and install 5 backstops and construct a handicapped accessible restroom. Page 2, Item 16 . Meeting Date 10/23/84 Estimated cost is $347,875. No matching funds are required. However, if the State decides to only partially fund the project, Residential Construction Tax monies are available for the City's match. When renovation is complete the area would be adaptable to either youth soccer or softball , physical education class instruction and general use by the school and Chula Vista residents. As part of the application process, a resolution from the governing body is required. The Sweetwater Union High School District, owner of the property, is also required to provide a resolution. It is understood that the school district is willing to assume this area's ongoing maintenance costs. It is also understood that youth organizations using this field will also contribute to this facility (see attached letter). All application materials must be received in Sacramento no later than November 5, 1984. FISCAL IMPACT: Not applicable. r f ■. Dated
