HomeMy WebLinkAboutAgenda Statement 1984/10/23 Item 12 t „ COUNCIL AGENDA STATEMENT Item 12 Meeting Date 10/23/84 ITEM TITLE: Resolution b/7 -5 Approving an agreement with Anthony Ciotti for professional services relative to the City's Community Housing Improvement Program (CHIP) for 1984-85 SUBMITTED BY: Community Development Director (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The current agreement with Anthony Ciotti for services in connection with the City Community Housing Improvement Program (CHIP) expired June 30, 1984. The successful efforts of Mr. Ciotti recommend renewal of the agreement. Mr. Ciotti operates an ongoing program and therefore it is appropriate to increase the amount of the agreement to provide a cost of living adjustment. RECOMMENDATION: That the Council adopt the resolution approving the agreement for services with Anthony Ciotti as Rehabilitation Consultant for CHIP for 1984-85. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City has contracted with Mr. Ciotti since February of 1977 for services in connection with the Housing Rehabilitation Programs. Services provided include program promotion, loan counseling and packaging, construction contract management, and quality control inspection. The CHIP program has been highly successful and is used as a model for other programs in Southern California. Mr. Ciotti's efforts have made a large contribution to that success. Mr. Ciotti will also be involved in the administration of the new Rental Rehabilitation Program, if the program is approved by the Department of Housing and Urban Development (HUD). His duties will be similar to those he currently performs with CHIP. Mr. Ciotti is currently compensated at a monthly rate of $1,766 on the basis of 1,600 hours per fiscal year. Mr. Ciotti worked 1,625 hours in FY 1983-84. It is proposed that a 5 % increase be granted retroactive to July 6, 1984. The increase would amount to a $ 88 per month addition, or $ 1 ,854 per month. Mr. Ciotti, as a contractor, provides his own fuel and transportation and, thus, receives no other reimbursement from the City unless out of town travel is required. Mr. Ciotti does not receive Market Basket benefits. FISCAL IMPACT: No general fund revenues are involved in this contract approval. Funds have been appropriated in the FY 1984-85 Community Development Block Grant budget to cover the cost of the contract.
