This maintains the internal alignment of the salary plan, as well as keeping the hourly employee wages at a level competitive with other agencies. RECOMMENDATION: Adopt resolution. DISCUSSION: It is recommended that the unclassified hourly employees be granted a 5% salary increase retroactive to the first pay period in July (July 6, 1984) . RECOMMENDATION: Adopt resolution. BOARDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION: • It is recommended that all middle management employees receive a 5% salary increase and the payment of 2% of the employee contribution to the Public Employees Retirement System. The unrepresented positions of Deputy City Attorney and Personnel Analyst, both unbudgeted and unfilled positions are recommended to receive the same benefit package as those employees represented by the Chula Vista Employees Association (5% salary increase) . Unclassified clerical employees are recommended to receive the following salary increase: Increase Secretary to the City Manager 15% Secretary to the City Attorney 15% Secretary to the Mayor and Council 5% It is also recommended that the market basket for these employees be increased to $2,300.00. All benefit increases will be retroactive to the first pay period in July, 1984 (July 6). FISCAL IMPACT: • The total additional cost for this compensation package is approximately $ 11 ,400. Item 11 d Meeting Date 10/23/84 [TEM TITLE: Resolution // 7 - Establishing executive and middle management fringe benefits for FY 1984-85 AJBMITTED BY: City Manager s (4/5ths Vote: Yes No x ) Attached is a revised benefit package for executive and middle managers for FY 1984-85. RECOMMENDATION: Adopt resolution BOARDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION • The following changes are proposed to the fringe benefit plan for executive and middle managers: 1 . It is recommended that the market basket for executive managers be • increased to $ 2,700, and for middle managers to $2,300. 2. A new position has been added to the Middle Management membership, i .e. , Deputy Director of Public Works-Operations. 3. The positions of City Engineer and Director of Public Works Operations have been consolidated under the title "Director of Public Works/City Engineer". 4. Beginning the first pay period in July 1984 (July 6, 1984) , the City will pay 2% of the employee contribution to the Public Employees Retirement System for middle managers. 5. Police Captains will no longer be eligible for education incentive. (4/5ths Vote: Yes NoX ) I :COMMENDATION: Adopt the attached resolution indicating the appropriate salaries for ie City Manager, City Attorney and City Clerk for Fiscal Year 1984-85. ►ARD/COMMISSION RECOMMENDATION: N.A. SCUSSION City Council Committee (Scott/Malcolm) makes the following recommendations for ie City Manager, City Attorney and Clerk salaries for Fiscal Year 1984-85. POSITION PROPOSED ANNUAL SALARY City Manager $63,720 City Attorney $54,000 City Clerk $36,000 SCAL IMPACT e cost of the compensation increase including fringe benefits for the above employees, estimated to be approximately $19,700.
