ITEM TITLE: Resolution 0 ' Approving agreement for consultant services

Since the summer of 1983, the City Council has authorized temporary
professional assistance to speed up the processing of large scale development
projects, namely EastLake and Gersten Inc. The attached agreement with
Mr. Gary R. Hansen would constitute a similar circumstance on EastLake; it
would provide technical traffic engineering assistance to the City and
EastLake. The applicant, EastLake Development Company, concurs with the
selection of this individual and will reimburse the City for the total cost
incurred via a deposit system.
RECOMMENDATION: That Council waive the Consultant Selection Policy and
approve the attached agreement authorizing the Mayor to sign on behalf of the
City Council.
BOARD/COMMISSION RECOINDATION: Not applicable.
DISCUSSION:
EastLake I is one of the largest and most important private developments the
City will see during the next 10 years. It is critically important for the
Council to have a thorough evaluation of each project, especially the
engineering planning and phasing of public improvements.
This consultant will help expedite the review and evaluation of the project
without adversely affecting the ongoing operations of the Engineering
Department while providing specialized traffic engineering information.
Due to the uniqueness of our particular need for professional traffic
engineering assistance by individuals with large scale development experience,
governmental agency experience, and special expertise, I believe it is in the
best interests of the City to waive the normal consultant selection policy.
This is especially true with this consultant since he has excellent
understanding of Chula Vista' s policies and needs, having formerly served as
the City's Traffic Engineer.
The project applicant concurs in the selection of this consultant. The
applicant will reimburse the City for the full costs of the consultant through
a deposit system.
FISCAL IMPACT: There will be no net fiscal impact to the City of Chula
Vista. All costs will be paid by the applicant.
