The statement replaces the statement for the period 1979-1984 and is based on a revised formula and data from the 1980 Census and Series 6 Regional Growth Forecast. The statement and its Fair Share commitment will become a component of the City's Housing Element of the General Plan, which is in the process of being revised for submission to the California Department of Housing and Community Development. RECOMMENDATION: That the Council approve the resolution adopting the Regional Housing Needs Statement and the Fair Share allocation for the City included in that statement. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: On August 30, the Council received the SANDAG Housing Study, which assessed the supply and demand characteristics of the City's housing stock and which evaluated the City's Fair Share progress in response to the Regional Housing Needs Statement for 1979-1984. As the study points out, Chula Vista's Fair Share allocation was based on 1970 Census and 1975 Special Census data regarding low income households, occupied housing units, employment, population, and the balance of low income households among the region's jurisdictions. In approving the Regional Housing Needs Statement for 1979-1984, the City set Fair Share goals of 4.8% of the regional goal, or 803 additional low income housing units. The SANDAG Housing Study further points out that the Regional Housing Needs Statement has been revised for the period 1984-1990. The attached document is that new statement, presented to the Council for adoption. It has been revised for the period 1984-1990 in order to respond to the requirement by the State Department of Housing and Community Development that all City housing elements be revised for roughly that period and to take advantage of the existence of new sources of data in the form of the 1980 Census and the SANDAG Series 6 Regional Growth Forecast. Intended to be incorporated into the Page 2, Item 12 Meeting Date 9/18/84 revised Housing Element, the revised Regional Housing Needs Statement calls for both a reduced Fair Share percentage for Chula Vista and a reduced Fair Share household amount: REGIONAL HOUSING NEEDS STATEMENT FAIR SHARE ALLOCATION PERIOD PERCENTAGE UNIT COUNT 1979-1984 4.8% 803 1984-1990 4.5% 740 The statistical evaluation of the new data has resulted in a slight reduction in Chula Vista's commitment to the region's low income housing needs. The reduction is not significant enough to recommend reductions in Chula Vista's efforts at accomplishing the provision of low income housing units. The City has a number of tools which can be used to accomplish these goals. They include participation in Public Housing efforts with the San Diego County Housing Authority, the Section 8 Existing Rental Subsidy Program, density bonuses, and cash assistance from the Agency's Housing Fund. Adoption of the Regional Housing Needs Statement and the Fair Share Allocation will satisfy State Government Code requirements for inclusion of regional housing efforts in local Housing elements. The revised City Housing Element itself will be brought to the Council for approval in May 1985. FISCAL IMPACT: The recommended action involves no expenditure of City funds.
