On August 8, 1984, the City of Chula Vista Underground Utility Advisory
Committee (UUAC) approved the proposed boundaries of the district and
recommended that this district be created.
The proposed project is on the current Engineering Department three-year
undergrounding program. It is the last project on this program yet to be
constructed.
RECOMMENDATION: That Council set a public hearing to be held at 7:00 p.m.
on September 25, 1984.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Underground Utility Advisory Committee selected its conversion project for
construction during FY 1984-85 because:
1 . This segment of Bonita Road carries an average daily traffic of 25,200.
2. All work will be within the Bonita Road right-of-way.
3. Bonita Road is an entrance way to the City.
This proposed undergrounding on Bonita Road is shown on the Engineering
Department current three-year undergrounding priority list and is the last
project on this list to be implemented.
Section 15.32.130 of the Chula Vista Municipal Code requires that City Council
hold a public hearing to ascertain whether the public health, safety and
general welfare require the undergrounding of existing overhead utilities
within designated areas of the City and to give the persons and each utility
company concerned the opportunity to be heard. The purpose of forming the
district is to require property owners to change their electrical wiring to
receive underground electrical service.

Section 15.32.140 requires that the City Clerk notify all affected persons and
each utility company of the time and place of the public hearing at least 15
days prior to the date of the public hearing. Notice shall also be given by
mail to all property owners and occupants of property located within the
boundaries of the proposed district. The City Clerk is required by this
section of the Code to publish the resolution of intention setting the public
hearing in the local newspaper no less than five days prior to the date of the
public hearing.
The conversion of the utilities along this street will be coordinated with
several projects already budgeted in the City 's Capital Improvement Program
located in the area. These projects are: 1 ) the Bonita Road/Bonita Glen
traffic signal installation, 2) the Bonita Road/Flower Street traffic signal
installation, and 3) the realignment of the Bonita Road/Flower Street
intersection. In addition, the conversion work will also accommodate the
future installation of missing sidewalk and drainage improvements adjacent to
the Whispering Trees Shopping Center. The Engineering Department is currently
working on a report on how the missing improvements on this segment of Bonita
Road could be installed. This report will be presented to the City Council in
the near future.
It should be noted that conversion of the utilities will require that the
property owners incur an expense estimated to be between $200 and $1 ,000 per
household. Additional cost will be borne by the City because this conversion
project will require that the City fund the installation of new street lights
with underground wiring. The cost to install the street lights is estimated
to be approximately $15,000. This amount was requested and approved by the
City Council in conjunction with FY 1984-85 budget approval .

FISCAL IMPACT: The cost of undergrounding utilities along Bonita Road from
Flower Street to 1-805 will be funded from accumulated allocations from San
Diego Gas & Electric Company, Pacific Bell , and Cox Cable. The undergrounding
will require the installation of street lights with underground wiring to
provide for traffic and pedestrian safety. This cost to be paid by the City
is estimated to be approximately $15,000.
