terms and conditions of employment with the Chula Vista
Employees Association for Fiscal Year 1984-85

The City's negotiating team has concluded a Memorandum of Understanding (MOU)
with the Chula Vista Employees Association (CVEA) which has been ratified by
their membership. Various changes to the existing MOU are indicated below.
RECOMMENDATION: That Council adopt the resolution approving the MOU.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The 1984-85 MOU with CVEA includes the following major changes.
1 . Section 2.01 - Wages
a. For 1984-85 retroactive to July 6, 1984, a 5% salary increase will be
paid to all represented classes. In addition, Senior Librarians and
Librarians shall receive an additional 2.63% and 3.16% salary
increase respectively to offset the loss of shift differential .
b. Special adjustments above the 5% will be given to the following three
classifications:
Senior Librarian - 10%
Librarian - 10%
- Shelving Supervisor (formerly Library Page I and II) - 15%
2. Section 2.02 - Shift Differentials
Senior Librarians and Librarians are no longer eligible for shift
differential .
3. Section 2.07 - Callback
The amount for callback is increased from $20 to $25.

4. Section 2.11 - Health and Welfare
a. The Flexible Benefit Plan amount is changed to $2,118.00
b. CVEA agrees to implement the Travelers Education Program, CAP, and
PPO. The Travelers Education Program is designed to educate the
employees as to when doctors ' visits are necessary and appropriate.
It helps the employee evaluate health symptoms and determine which
type of medical care would be appropriate. For example, emergency
room treatment versus regular doctor visit, or generic prescription
drugs versus name brand prescription drugs. The education program
includes a monthly newsletter and a three ring binder to put the
newsletter in. It also includes a manual on common medical symptoms.
Also available at the City's option, for a slight additional charge,
are video tapes and other health information programs.
The CAP or Community Action Plan is a pre-admission and concurrent
review program. The CAP Organization reviews each planned hospital -
ization to encourage quality medical care at the least cost. For
example, the CAP encourages same day admission and encourages doctors
to do only those diagnostic tests that are specific to the cause of
admission. It is generally a cost containment measure in that a
physician recommending more than the normal testing, normal treat-
ment or normal hospital stay for a particular injury or illness
must justify the reason for the extra care.
The Preferred Provider Organization is a program in which the
Organization contracts with the various health providers in the
community for lower rates in return for higher volume. Both Bay
Hospital and Community Hospital in Chula Vista are involved in this
program as are all but one or two of the hospitals in San Diego
County. Approximately 2/3's of the physicians in San Diego County
are participating in this program. The effect of this program on
the employee is that should the employee choose a physician or a
hospital that is not under contract with the PPO, a financial penalty
will be imposed. It may be in the form of a higher co-payment for
services or a special deductible. The specific penalties will be
worked out in negotiations with the employee group before the actual
implementation of the PPO.
5. Section 2.13 - Holidays
The Library shall be closed on 11 /24/84, the Saturday after Thanksgiving .
In addition, the Library will close at 6 p.m. on 12/24/84 and 12/29/84.
FISCAL IMPACT:
The Total additional annual cost for the compensation package is approximately
$508,000 which falls within the established guidelines.

Engineers for Fiscal Year 1984-85

The City's negotiating team has concluded a Memorandum of Understanding (MOU)
with the Western Council of Engineers (WCE), which has been ratified by their
membership. Various changes to the existing MOU are indicated below.
RECOMMENDATION: That Council adopt resolution.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The 1984-85 MOU with WCE includes the following changes:
1 . Section 1 .04 - WCE Rights
Copies of the MOU shall only be provided without charge to the Chief
Negotiator.
2. Section 2.01 - Wages
Effective July 6, 1984, the City shall pay 6.5% of the employee-
contribution to PERS for classifications represented by WCE, as indicated
by the MOU.
3. Section 2.03 - Extraordinary Service
This section has been changed to decrease the amount available for
differential salary bonuses for extraordinary service compensation.
4. Callback
This section was deleted from the MOU.
5. Section 2.09 - Employee Benefits
A. The amount allocated to each represented member for the cafeteria
system of benefits shall be increased to $1800, as indicated in the
MOU. This is within established guidelines.

B. The optional selections under the cafeteria style benefit plan has
been expanded to allow classifications represented by WCE to select
reimbursement for any options available to middle management.
FISCAL IMPACT: The total additional annual cost for the compensation
package is $22,088, which falls within the established guidelines.
