Requesting an Extension of Time on the Authori- zation to Consider a Second Harbor Opening in San Diego Harbor SUBMITTED BY: City Attorney)4 (4/5ths Vote: Yes NO ) This resolution will request that the time for acting on the proposed second harbor entrance to San Diego be extended into the next federal fiscal year. RECOMMENDATION: Adopt Resolution BOARD/COMMISSION RECOMMENDATION: N/A DISCUSSION: The U. S. Army Corps of Engineers has been conducting a study on the feasibility of a second harbor entrance to San Diego Harbor. This study has proceeded for a number of years and much of the data contained in the study has become outdated. The Corps has taken what is essentially a negative position on the second harbor entrance. Action on this proposal is presently scheduled to take place within the present federal fiscal year which ends in September, 1984. Given the negative report by the Corps of Engineers, in all likelihood, this proposal would be unsuccessful. If action is taken and the proposal is denied, it would be very difficult to start over again based upon new data. It would be much easier to extend the time for action upon this proposal and attempt to supplement the current information. There is also some possibility that the second harbor entrance could have some benefits to national defense. An extension of time would allow us to explore the possibilities in this area in greater depth. The second harbor entrance could provide fuel and training cost savings to the Navy while at the same time providing recreational and commercial boating benefits to the private sector. We may want to suggest some contribution to the cost of the second harbor entrance from the various sectors which would be benefited. It would take some more time to put together such a proposal. Therefore, it is recommended that we seek an extension into the next federal fiscal year.
