The owner of the property located at 205 "C" Street, Ruby G. Stumpf, has had
repeated septic system failures causing effluent to seep to the surface of the
ground. The County Department of Health Services has put the owner on
notification that the problem must be resolved within 30 days (September 8,
1984). The property is located within the unincorporated area of the County
fronting upon a public sewer operated by the City of Chula Vista.
Council Policy No. 570-02 set on July 5, 1983, provides for the connection of
properties outside the City boundary to the City's sewers with certain
conditions. The owner has requested permission to make this connection.
RECOMMENDATION: That Council adopt the subject resolution and authorize the
Mayor to sign the agreement on behalf of the City.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Recently, the owner of the property at 205 "C" Street has had to have her
private septic tank pumped several times. The County Department of Health
Services has put her on official notice of violation stating that there is
evidence of "sewage effluent and/or wash water on the ground. House plumbing
clogged in part to septic system defective drainage and sewer odors." She has
been directed to connect to the public sewer within 30 days (September 8,
1984) . Ms. Stumpf has requested that the City allow her to make connection to
the City's sewer system.
The subject property (Assessor Parcel No. 563-322-10) is situated in the
unincorporated area of the County. It is located on the northwest corner of
"C" Street and Second Avenue. There is a City sewer main running north-south
in the Second Avenue right-of-way. This main was installed in 1960 to serve
Vista Hill Hospital which had annexed to the City in May 1959.

In accordance with Council Policy No. 570-02 adopted in July 1983, the City
Council may authorize the connection of properties outside the City boundary
if the property "could logically annex to the City or for which a formal
petition for annexation has been filed with the City."
Both of these conditions exist: the City 's boundary presently runs along the
centerline of "C" Street and; the subject property is included in the Lower
Sweetwater Valley district now being processed for annexation to the City.
If Council approves the connection as requested by Ms. Stumpf, the following
fees will be in effect:
1 . Spring Valley Sanitation Assessment -
130 per acre 0 0.31 acres* _ $ 40.00
2. Lateral installation in street right-of-way -
30' 0 $43,70 per L.F. = 1 ,311 .00
3. Administration fee = 21 .15
4. Connection charge ($1 ,000 minimum) = 1 ,000.00
TOTAL $2,372,15
* Acreage includes half of the street right-of-way along frontage.
The owner is required to pay these fees (plus Plumbing Permit fees imposed by
the Building Department) prior to doing any construction.
A slide showing a plat of the site is available for Council viewing.
FISCAL IMPACT: Various fees and charges will pay the cost of sewer service
and connection costs.
