S. Department of Housing and Urban Development (HUD). They detail the City's use of Community Development Block Grant (CDBG) funds and the Emergency Jobs Bill (EJB) funds during FY 1983-84 and the benefits received by citizens. These reports for the last fiscal year are due at HUD by August 29 of this year. RECOMMENDATION: That the City Council adopt the resolutions authorizing submission of the Grantee Performance Reports to HUD. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City of Chula Vista received $933,000 in Community Development Block Grant funds and $358,000 of Emergency Jobs Bill funds for FY 1983-84. One of the major Community Development Block Grant projects funded is housing rehabilitation, also known as the Community Housing Improvement Program (CHIP) . During FY 1983-84, a total of 58 units were rehabilitated, including 26 single-family houses, 22 mobilehomes and 10 rental units. Eighty-eight percent of the single-family residences and mobilehomes were occupied by low/moderate income persons. A total of $335,000 was spent on rehabilitation, including $200,000 of the 1983-84 entitlement and $116,000 of program income. Seven public service organizations received Community Development Block Grant funds during the fiscal year, using eight percent of the 1983-84 entitlement. Shared Housing matched 72 homeowners with 72 homeseekers, 80 percent of which were low/moderate income persons. Meals-on-Wheels provided two daily meals for various periods of time to an average of 119 people per quarter in the South Bay area. The Del Rey Nutrition Program provided 18,050 hot meals to seniors. Kinesis South purchased a used van and used commercial refrigerator to expand its floral delivery business and vocational training program. Hallelujah Corporation began its housekeeping training program for developmentally disabled students at Days Inn in Chula Vista. South Bay Community Services counseled 547 youths and families and met with 26 community groups during the fiscal year. The Senior Information and Referral Center received 5,607 information calls and made 2,848 referrals, helping 5,626 seniors. • Page 2, Item 8 Meeting Date 8/21/84 One Community Development Block Grant-funded capital improvement project was completed during the fiscal year. The Palomar Street walkway, a joint project with the County, was installed on the south side of Palomar Street near the trolley station to increase pedestrian safety. The design plans for the Harborside Drainage System, a joint project with The Price Club, were completed. The building addition to the Starlight Center was finished in the early part of the fiscal year, enabling the Center to expand its vocational training capacity. The Otay Valley Road Redevelopment Study was completed, enabling the City to begin the promotion of economic development in the Otay Valley region. An Economic Feasibility Study of a portion of Broadway to yield information on economic development was not undertaken, due to the lack of interest of the property owners in the area. Emergency Jobs Bill funds are additional Community Development grants appropriated by HUD in 1983. The purpose of the Jobs Bill program is to fund worthwhile projects which would result in productive jobs in the community. Two Emergency Jobs Bill projects were completed during last fiscal year. Thirty-one wheelchair ramps were constructed in the Feaster, Mueller and Vista Square areas and pavement was overlaid with asphalt concrete on "C" Street from Fourth Avenue to Broadway and on Broadway from "C" Street to "E" Street. The performance reports, attached to the resolution, describe the accomplishments of each program and indicate the amounts expended during the past fiscal year. A notice inviting citizens' comments on the performance reports and listing the date the City Council would consider the reports was published in the Star-News on August 16, 1984. FISCAL IMPACT: The Grantee Performance Reports show that the City spent a total of $722,000 in Community Development Block Grant funds from various grant years and $122,000 in Emergency Jobs Bill funds during FY 1983-84.
