REVIEWED BY: City Manager( The FY 1984-85 budget includes funding for the purchase of word processing- related equipment for the City Administration, City Attorney, City Clerk, and Management Services departments. To achieve compatibility with the Wang Office Information System 140/1 equipment currently installed in the Word Processing Center and City Clerk's Office, about $26,350 of the budgeted equipment should be purchased from Wang Laboratories. RECOMMENDATION: Adopt the resolution waiving bid requirements and approving the agreement. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Section 2.56.170 of the Municipal Code provides the authority for the recommended waiving of the bidding requirement. Support for the waiver stems from the following: - The proposed equipment is compatible with the Wang word processing equipment already in place. - The proposed micro computer equipment can also be made to function as a terminal to the Burroughs mainframe computer. - Wang is the only manufacturer which offers the required compatibility with existing equipment. This equipment, when added to the existing Wang system, will result in an upgraded Office Information System (OIS) with two terminals in the Word Processing Center and one terminal each in the City Administration, City Attorney, and City Clerk offices. All of the terminals will be networked through the OIS and will be able to use the new spelling verifier capability. The terminal in City Administration and one of the Word Processing Center terminals will also be able to function as stand-alone micro computers or can be made to function as terminals to the Burroughs mainframe computer. There will be two printers in the Word Processing Center, one in City Administration, and one shared by the City Attorney and City Clerk. The proposed purchase also includes the Wang equipment required in the Word Processing Center to connect to the graphics plotter and optical character recognition (OCR) scanner, which will be purchased separately from other vendors. FISCAL IMPACT: Funding for the items recommended for purchase is included in the FY 1984-85 budget. The purchase cost of $26,350 and annual maintenance cost of $3,820 is split among appropriate accounts in City Administration, City Attorney, City Clerk, and Management Services.
