At the June 26, 1984, City Council meeting, a written communication was
received from the City of Del Mar. The transmittal was a letter and
accompanying resolution expressing Del Mar's concern over the lack of
coordinated transportation planning between the County of San Diego and the
various cities therein.
Council directed staff to prepare a similar resolution reflective of Chula
Vista's interests.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
RECOMMENDATION: Be supportive of the Del Mar action by adopting the
accompanying resolution, prepared to express Chula Vista's views on
transportation coordination.
FISCAL IMPACT: Not applicable.

RESOLUTION NO. 84-39
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DEL MAR, CALIFORNIA, EXPRESSING
CONCERN OVER LAND USE/CIRCULATION
PLANNING CONFLICTS BETWEEN THE CITIES
AND THE COUNTY OF SAN DIEGO; AND
INVITING OTHER CITIES WITH SIMILAR
CONFLICTS TO JOIN .IN A COMMON EFFORT TO
RESOLVE THOSE CONFLICTS.
WHEREAS, the City of Vista has identified areas of conflict
between the General Plan of the City of Vista and the County of San Diego;
• and
WHEREAS, the City of Del Mar has experienced similar conflicts;
and
WHEREAS, the Cities have a legal mandate and a moral
responsibility to plan Spheres of Influence which include adjacent
unincorporated areas; and
WHEREAS, conflicting and more intense developments by the County
in unincorporated areas will produce impacts on Cities that cannot be
mitigated, including but not limited to traffic; and
WHEREAS, these conflicting developments not only will result in
drastically changing the character of the local community, but may also
prematurely and unexpectedly impact the the Capital Improvement Program of
the City; and
WHEREAS, there is an advantage for Cities to unite together to
express to the County of San Diego the serious nature of their concerns.

NOW, THEREFORE, the City Council of the City of Del Mar does
hereby RESOLVE as follows:
1. The above recitations are true and correct.
2. A significantly greater effort is required on the part of all
the Cities and the County of San Diego if these problems are to be
resolved.
3. Failure to resolve these conflicts in an expeditious manner
will have a devastating effect on the citizens of the Cities.
4. The City Council of the City of Del Mar urgently solicits the
support and participation of all San Diego County Cities in impressing upon

PASSED AND ADOPTED by the City Council of the City of Del Mar,
California, this 7th day of June, 1984, by the following vote:
AYES: Councilmembers Carsten, Delaney, Barnett, Hopkins; Mayor
