HomeMy WebLinkAboutAgenda Statement 1984/07/26 Item 1 COUNCIL AGENDA STATEMENT Item �s Meeting Date 7/4-7/84 ITEM TITLE: Resolution /2/7/6r- Supporting Transit Organizational Structure Study Policy Committee recommendations and legislation to implement Committee recommendations SUBMITTED BY: Director of Public Works/City Engineer(4/5ths Vote: Yes No x ) REVIEWED BY: City Manager The San Diego Association of Governments (SANDAG) Transit Organizational Structure Study Policy Committee issued a final report and recommendations on June 20, 1984. The Committee's recommendations, and the proposed legislation to implement the recommendations, were supported by the Metropolitan Transit Development Board (MTDB) on June 21 , 1984, and by the SANDAG Board on June 22, 1984. Attached for Council 's information are: the final report of the Committee (including a summary of recommendations) and the legislation that has been drafted to implement the Committee 's recommendations. The Committee requested each jurisdiction affected by this legislation to review and comment on the recommendations and proposed legislation prior to the State legislature's session beginning in August 1984. This agenda statement will summarize the recommendations that affect Chula Vista. A representative from SANDAG is in attendance to answer any questions Council may have. RECOMMENDATION: That Counci : 1 . Accept this report; 2. Support the recommendations of the Transit Organizational Structure Study Policy Committee; and 3. Support the proposed legislation to implement the Policy Committee recommendations. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The following is a brief discussion of Policy Committee recommendations and their impacts on Chula Vista: Recommendation: Establish a regional transit service fund through an annual assessment from each jurisdiction 's TDA funds equal to the percentage of each jurisdiction 's FY 1983-84 TDA apportionment claimed for regional service or 5% of its annual TDA apportionment whichever is greater. • Page 2, Item 6 Meeting Date 7/17/84 Impact on Chula Vista: San Diego Transit Route 29 is the only "regional " route which currently operates in Chula Vista. This recommendation, therefore, affects the way Route 29 service will be provided in Chula Vista, and the cost to Chula Vista of that service. In FY 1983-84, Chula Vista paid $73,179 to San Diego Transit for Route 29 service. This amount was 6.1% of the City of Chula Vista's FY 1983-84 TDA apportionment. Therefore, under this recommendation, the City of Chula Vista will pay 6.1% of its TDA apportionment for Route 29 service after this recommendation is implemented. As indicated in Section 12c of the attached legislation (page 10) , this formula for funding regional services will remain in effect for a minimum of three fiscal years and then may be amended by agreement of all affected jurisdictions and the Board. Once this recommendation is implemented, the City of Chula Vista will no longer contract for transit service provided by the current Route 29. This service will be provided by MTDB. Recommendation: Revise the MTD Board structure to add the Cities of Coronado, Poway, and Santee, provide for continuous representation for all jurisdictions, and institute a weighted voting procedure. Impact on Chula Vista: This recommendation means that Chula Vista will have one member on the expanded MTD Board with a weighted vote of seven out of 100 votes. The new Board structure and weighted voting procedure is explained in detail on pages 8, 9, and 10 of the Policy Committee 's report. Recommendation: Allow individual jurisdictions to contract with MTDB for the provision of local services, in addition to the regional services (voluntary pooling). Impact on Chula Vista: The City of Chula Vista may choose to voluntarily pool all of its TDA funds to MTDB for the operation of local transit services within the City of Chula Vista. Recommendation: Eliminate the "75%" provision which allows MTDB to claim a minimum of 75% of each jurisdictions unused TDA funds each year. Impact on Chula Vista: The City of Chula Vista will no longer have to amend its Article 4.0 TDA claim in order to "reserve" the TDA funds for future projects. �- 1175 Page 3, Item 6 Meeting Date 7/17/84 The Policy Committee recommendations give the City of Chula Vista, and other jurisdictions in the San Diego area, the option to retain local control over transit services within each jurisdiction. The recommendations also ensure the provision of a regional network of transit services, and strengthens and formalizes MTDB's role as a regional transit agency in the San Diego area.
