(4/5ths Vote: Yes No X ) ♦ - REVIEWED BY: City Manager On June 26, 1984, the City vv Council approved the Community Development Block Grant (CDBG) budget for Fiscal Year 1984-85. Included in that approved budget were funds for the continued operation of the Sweetwater Union High School Restaurant Training Program (Del Rey Nutrition) and South Bay Meals on Wheels, and for the services of one half-time counselor for the YMCA Family Stress Center. Agreements for supporting these programs must be approved before funds can be released. RECOMMENDATION: That the Council adopt the three resolutions approving agreements with the three organizations. DISCUSSION: These three programs are operated by non-profit, community-oriented organizations which direct their services to low and moderate income persons. Meals on Wheels, with voluntary workers, prepares meals for persons who are unable, either because of chronic or temporary illness, disability, or age, to prepare such meals for themselves. Del Rey Nutrition is a regional occupational training program (ROP) for restaurant training/operations, for Sweetwater Union High School District students, which provides meals for senior citizens. The YMCA Family Stress Center operates a child abuse treatment program which provides counseling services to family countywide. The agreement with South Bay Meals on Wheels specifies that the City will pay operating expenses on a quarterly basis and that the organization will submit quarterly reports containing client information. The agreement with Del Rey Nutrition Program specifies that the City will pay operating expenses annually in arrears and that the Sweetwater Union High School District will submit an annual financial report. The agreement with the Metropolitan YMCA of San Diego County specifies that the City will pay on a quarterly basis for the services of one half-time counselor at the YMCA Family Stress Center to handle referrals from Chula Vista's Police Department and other agencies serving the • Page 2, Item 8 Meeting Date 7/24/84 Chula Vista area regarding child abuse cases. The Center is required to submit a quarterly report documenting client information and staff time expended on cases. FISCAL IMPACT: The total cost of contracts, $16,986, is appropriated in the 1984-85 Block Grant Program. Only budgeted Block Grant monies will be utilized to fund these programs. No General Revenue funds will be involved.
