As it traverses these properties, the channel is unfenced and easily accessible by anyone in the area. The concern is that someone may accidently fall into the channel and incur an injury. RECOMMENDATION: That Council appropriate $1 ,500 for the installation of a chain link fence along drainage ditch located between "G" Street and Madrona Street and west of Del Mar Avenue. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The open drainage channel traversing the rear of parcels located at 281 , 283, 287, 289 "G" Street and 278 Madrona Street is unfenced and represents a possible unsafe condition to people in the area (see attached locator map). The drainage channel is within a City drainage easement. We, therefore, were informed of this condition by a concerned property owner in the area. This drainage channel was improved with Block Grant funds in 1982. At that time fencing existed within the private properties traversed by the channel . Since 1982, however, the fences have been removed without the City's knowledge or approval . We investigated the problem and have determined that the best solution is for the City to have the channel fenced along the rear of these properties. The channel is entirely within a City drainage easement. Therefore, the City Attorney 's office has determined that the City is liable in the event that an accident occurs due to lack of fencing. We recommend that a chain link fence (5 feet high) be installed to make the channel inaccessible and safe. We estimate that the cost to install the fencing to be about $1 ,500. The project is located within an area eligible for Block Grant funds. Funds for the installation of the fencing may be obtained from the current fund balance in Account No. 632-6320-BG139 - Economic Feasibilty Study (for the redevelopment of Broadway). This study was not undertaken as it was determined to be premature. There are sufficient funds in this account to cover the estimated cost of fencing the channel . FISCAL IMPACT: The cost to install the chain link fences along the rear of the five parcels has been estimated to be about $1 ,500. Monies are available from Community Development Block Grant funds, Account No. 632-6320-BG139 to transfer to Account No. 632-6320-BG152.
