In recognition of an increasing work load due to current land development
activities and additional increases anticipated to result from the EastLake
and El Rancho del Rey developments, the 1984-85 budget contains funding for
the two positions in Engineering and Traffic Engineering.
RECOMMENDATION: That Council approve subject agreements and authorize the
Mayor to sign.
DISCUSSION:
Because of personnel turnover in the Traffic Engineering Division, an opening
for the Associate Traffic Engineer will be available shortly. Due to the
length of time required for completion of the examination process and the
backlog of work existing in the Traffic Engineering Division, it is proposed
that a consultant be hired under a short term (90 days) agreement to do this
work. Upon completion of the examination process, this contract would be
ended and a regular appointment would be made.
With respect to the Contract Engineer for land development work, funds are
being established to pay for this consultant for a full year. A qualified
person is available for this work and it is proposed that the contract will be
effective on July 6, 1984.
FISCAL IMPACT: The contract for the land development engineer would result
in an overall cost of $31 ,300 plus overheads during 1984-85. It is estimated
that 85% to 90% of his time will be reimbursed by developers. Using the
current multiplier for full cost recovery that represents $43,000 to $45,500
paid to the City for his services.
The contract for the interim Associate Traffic Engineer will amount to
approximately $11 ,000. This funding will be available through salary savings
from the budgeted but unfilled position.
