On June 26, 1984, the City Council approved the Community Development Block
Grant (CDBG) budget for Fiscal Year 1984-85. Included in that approved budget
were funds for the continued operation of South Bay Community Services
(formerly Our House, Inc.) and of the Shared Housing Program operated by South
County Council on Aging (SCCOA) . The current agreements for supporting these
programs expire on June 30, 1984. New agreements must be approved before
support can continue.
RECOMMENDATION: That the Council adopt the two resolutions approving
agreements with the two organizations.
DISCUSSION:
These two programs are operated by non-profit, community-oriented
organizations which direct their services to low and moderate income persons.
The South Bay Community Services program assists in the prevention of juvenile
delinquency, education, employment, and community education skills that enable
residents to deal positively with their community. This organization will
receive $19,462 for FY 1984-85.
The purpose of the Shared Housing Program is to match homeowners and home
seekers who wish to share housing and is aimed principally at low-income
seniors and handicapped persons. SCCOA will receive $20,000 to operate this
program in FY 1984-85.
Executed copies of the two agreements are attached. The agreement with South
Bay Community Services specifies that the City will pay for the rent in
advance directly to the lessor and reimburse the organization monthly in
arrears for utilities, office supplies and monthly telephone expenses.
The agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including salaries, fringe benefits, printing and
postage, in advance on a quarterly basis.

South Bay Community Services is required to submit a quarterly financial
report to the City, while SCCOA is required to submit quarterly activity
reports to the City.
FISCAL IMPACT: The total cost of the contracts, $39,462, is appropriated in
the 1984-85 Block Grant Program. Only budgeted Block Grant monies will be
utilized to fund these programs. No General Revenue funds will be involved.
