ITEM TITLE: Resolution /4( Approving agreement for consultant services

Since the summer of 1983, the City Council has authorized temporary
professional assistance to speed up the processing of large scale development
projects, namely EastLake and Gersten Inc. The attached agreement with
Mr. Wayne D. Wedin of Wedin Enterprises, Inc. would constitute a similar
circumstance on EastLake; it would provide technical financial assistance to
the City and EastLake. The applicant, EastLake Development Company, concurs
with the selection of this individual and will reimburse the City for the
total cost incurred via a deposit system.
RECOMMENDATION: That Council waive the Consultant Selection Policy and
approve the attached agreement authorizing the Mayor to sign on behalf of the
City Council .

DISCUSSION:
Eastlake I is one of the largest and most important private developments the
City will see during the next 10 years. It is critically important for the
Council to have a thorough evaluation of each project, especially the
financing plan for public improvements.
Although I have been impressed with the quality of the project applicants'
work, it must be reviewed by the City and other public agencies responsible
for providing services to future residents and businesses.
This consultant will help expedite the review and evaluation of the project
without adversely affecting the ongoing operations of the Planning and Finance
Departments while providing specialized finance information.
Although I concur with the desire of each applicant for efficient processing,
I cannot predict the time required to review these projects due to the
uncertainty of response time by other affected parties. I believe it is
important to pledge our commitment to the project applicants to perform the
work as efficiently and cooperatively as possible to complete the tasks ahead.
Due to the uniqueness of our particular need for professional planning
assistance by individuals with large scale development experience,
governmental agency experience, and special expertise, I believe it is in the
best interests of the City to waive the normal consultant selection policy. I
have received the concurrence of the project applicant regarding my selection
of the individual consultant. The applicants will reimburse the City for the
full costs of the consultant through a deposit system.
FISCAL IMPACT: There will be no net fiscal impact to the City of Chula
Vista. All costs will be paid by the applicant.
