re is a possibility of new state legislation that will provide additional Gas Tax Funds
local agencies during FY 1984-85 or FY 1985-86. The allocation of these monies may be
iicated on using the current year, 1983-84, as the "Base Year" and measuring the ratio
general Fund dollars to Gas Tax dollars used to support street related activities.
nay be that, depending on the final adopted formula, the City could receive a higher
re of the additional Gas Tax Funds based on its greater Gas Tax commitment in the
Year.
)MMENDATION:
At the Resolution committing additional Gas Tax Funds in FY 83-84 to reimburse the
?ral Fund for traffic signal and street light utility costs incurred.
DS/COMMISSIONS RECOMMENDATION: Not Applicable
:USSION:
County of San Diego is leading an effort to create a committee that will review
to wide Gas Tax needs and push for new legislation that will grant additional Gas
funding. In general , the Committee has investigated, or will make recommendations,
1rding the following:
1. Based upon FY 1983-84 budget data - determine the Gas Tax reimbursements of local
agencies and make recommendations for new funding levels based upon that information.
2. Determine an equitable distribution method for Gas Tax Funds to cities, counties
and the state.
3. Determine whether Gas Tax Funds would be used for maintenance activities only or
for both maintenance and construction activities.
)rding to County staff, the State of California will seek a commitment from local agencies
a continuation of General Fund support of street maintenance activities if Gas Tax
ling is increased. Passage of any new legislation is doubtful without this commitment.
new Gas Tax Funds are intended to increase the level of service provided and not to
lace General Fund dollars.
Illy, there is a possibility that the 1983-84 Fiscal Year will be used as the "Base
to establish a ratio of General Fund dollars to Gas Tax dollars. Therefore, to
in additional leverage regarding the use of Gas Tax dollars, an adjustment to the
-ent fiscal year Gas Tax budget is recommended.
