he current agreement with Anthony Ciotti for services in connection with the City' s
ommunity Housing Improvement Program (CHIP) will expire on June 30. The successful
fforts of Mr. Ciotti recommend renewal of the agreement. It would be appropriate to
ncrease the amount of the agreement to provide a wage adjustment commensurate with
he percentage of increase realized by City employees represented by the Chula Vista
mployees ' Assoc3ati,on. No final determination has been made regarding a new Memorandum
f Understanding between the City and the Chula Vista Employees' Association at this
ime.
ECOMMENDATION: That the Council extend the agreement with Anthony Ciotti for up to
0 days from July 1, 1984, to August 31, 1984.
OARDS/COMMISSIONS RECOMMENDATION: Not applicable.
ISCUSSION:
he City has contracted with Mr. Ciotti since February of 1977 for services in connection
ith the Housing Rehabilitation Programs. Services provided include program promotion,
oan counseling and packaging, construction contract management, and quality control
nspection. The CHIP program has been highly successful , acting as a model for other
rograms in Southern California. Mr. Ciotti 's efforts have made a large contribution
o that success.
r. Ciotti is currently compensated at a monthly rate of $1,766. He works a minimum
f 1600 hours per fiscal year. At the point at which the Chula Vista Employees' Asso-
iation and the City have agreed upon a new Memorandum of Understanding, a renewed
greement will be recommended to the Council at a monthly rate reflecting whatever
ncrease was included in the Memorandum of Understanding. The increase and new agreement
ould be retroactive to July 1, 1984.
ISCAL IMPACT:
o General Fund revenues are involved in this agreement extension. Funds have been
ppropriated in the Fiscal Year 1984-85 Community Develosmen, Block Grant budget to
over the proposed extension.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
