Bids were received and opened at 9:00 a.m. on June 8, 1984, in the office of
the Purchasing Agent for furnishing RS-2 asphaltic emulsions with latex to the
City of Chula Vista for the period July 1 through September 30, 1984.
RECOMMENDATION: That Council accept the bids and award the contract to
Western Emulsions Inc.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Four vendors were mailed bid documents, with two submitting the following:
BIDDER PRICE PER TON
Western Emulsions, Escondido $176.85
Sim J. Harris Co. , San Diego 177.00
The material will be used for the Street Chip Sealing Program which will be
completed by the end of September. An estimated 525 tons will be delivered to
the City yard. The 1983-84 price per ton was $179.73.
FISCAL IMPACT: Funds available in Gas Tax account.

I HEREBY CERTIFY that the indebtedness and obligation
to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
