ITEM TITLE: Resolution 109 Approving agreement between the City of
Chula Vista and SCOOT for transit service for FY 1984-85

SCOOT was established in August 1979 as a joint powers agency between the City
of Chula Vista and the County of San Diego. SCOOT provides transit service to
both members and makes Transportation Development Act (TDA) claims against
each member's apportionment based on transit service provided. This agreement
specifies transit service provided by SCOOT in the City of Chula Vista.
RECOMMENDATION: That SCOOT Board approve this agreement for provision of
transit service by SCOOT in the City of Chula Vista for FY 1984-85.
BOARDS/COMMISSIONS RECOMMENDATION: Council considered this agreement at its
meeting on June 19, 1984.
DISCUSSION:
On March 30, 1984, SCOOT submitted a claim to SANDAG and MTDB in the amount of
$1 ,077,602 against the City of Chula Vista 's total FY 1984-85 Article 4.0 TDA
apportionment of $1 ,197,602. This claim amount included $891 ,091 for
operations, $106,418 for capital expenditures and $80,165 to be part of a
capital reserve for future projects.
The amount of transit service operated in the City of Chula Vista during
FY 1984-85 will be 476,216 revenue miles, an increase of 10,379 miles, or 2%,
over this year due primarily to expanded service on Route 705. Projected net
cost to the City (gross cost minus farebox revenue) for FY 1984-85 is
$920,578, a 4% increase over this year's projected actual net cost of
$884,117. Revenue per passenger is projected to increase from the current
$0.41 to $0.42, primarily due to a $0.05 base fare increase to $0.75 effective
July 1 , 1984. Total passengers for next year are estimated to be 680,749, a
5% increase over this year's estimate of 646,341 transported within the City
of Chula Vista.
Except for updated cost and operating statistics projected for FY 1984-85, all
other provisions of the FY 1984-85 agreement are the same as the FY 1983-84
agreement.
SCOOT must submit a copy of this agreement to SANDAG by July 1 , 1984, in order
to release Chula Vista TDA funds for SCOOT operation for FY 1984-85.
