The cost of this service for FY 1983-84 is estimated to be $91 ,760, a decrease of $20,112, or 21 .9%, from the FY 1983-84 cost of $111 ,872. The Transit Coordinator has analyzed the comparative cost to the City of contracting with SDTC for Route 32 service, and of SCOOT operating CVT service on Broadway Avenue between the "H" Street and Palm Avenue Trolley Stations. SDTC can operate Route 32 service at a lower net cost to the City than SCOOT during 1984-85, due primarily to Federal and State subsidies, and higher fare revenue per passenger, applied to SDTC gross cost. DISCUSSION: The following tables compare statistics between the FY 1983-84 and FY 1984-85 SDTC contracts for Routes 29 and 32, separately and combined. Despite the moderate gross cost per mile increase, and a small (0.12%) estimated reduction in revenue passengers on both Routes 29 and 32, the net cost to Chula Vista has been reduced from $111 ,872 to $91 ,760, or 21 .9%, due primarily to the following: A reduction in total miles operated by Route 32 in Chula Vista 11i in FY 1984-85 compared with the current fiscal year 1983-84. Route 32 ceased through operation to National City, and terminated at the H Street Station, on September 11 , 1983. The addition of State Transit Assistance Fund (STAF) subsidy credit in FY 1984-85 of $0.0777 per passenger, amounting to $23,488 total STAF credit for Routes 29 and 32. (Total revenue credits, including fares, STAF, Federal subsidy, and miscellaneous income, amount to $325,370). According to the agreement, the City must notify SDTC on or before July 1 , November 1 , orfective 90 days after charge requested by the City. Any change will be effective A representative of SDTC is present to answer any questions Council may have.
