Resolution //t,-a/ Ordering certain street lighting and landscaping facilities to be maintained and levying assessments for FY 1984-85 SUBMITTED BY: City Engineer (4/5ths Vote: Yes No x ) REVIEWED BY: City Manager 71( % P„....,-- The Bay Boulevard Street Lighting and Landscape Maintenance District was formed in 1982 after street lighting and landscaping improvements were made along Bay Boulevard between "E" and "F" Streets. Since that time, the Bayfront Park has been completed and the maintenance costs are included in the proposed assessments. It is now time to levy assessments for the coming fiscal year to the properties within the district. RECOMMENDATION: That the Council : a. Conduct a public hearing to consider levying assessments, and b. Adopt the subject resolution. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1982, the Redevelopment Agency had street lighting and landscaping improvements completed along the west side of Bay Boulevard between "E" and "F" Streets. At that time, an assessment district was formed to offset the cost of maintaining the landscaping and electrical energy for the new street lighting system. The district includes all those properties fronting along the east side of Bay Boulevard between "E" and "F" Streets. There are four properties within this district. Three are developed (Anthony 's Days Inn, and El Torito). The assessments for FY 84-85 are proposed to increase about 6% on these three properties. Due to the fact that the fourth parcel is as yet undeveloped, the assessment remains unchanged from last year ($2300.00) . • Page 2, Item 7, 7a Meeting Date 6/19/84 The "Landscaping and Lighting Act of 1972" (Article 4, Chapter 1 , Part 2; Streets and Highways Code of the State of California) requires the City Council to hold a public hearing to hear interested parties prior to levying assessments each fiscal year. The City has contracted with Mr. Patrick Rossetti , assessment engineer to prepare the engineer's reports spreading the subject assessments. At its meeting held on June 5, 1984, Council accepted this report and set June 19, 1984, as the date for the public hearing. Mr. Rossetti has been notified of the public hearing and will be in attendance to answer questions from Council or citizens. All the property owners within the subject district have been notified of the public hearing and have been informed of their proposed assessments. Copies of the engineer's report and map of the district are attached for information. FISCAL IMPACT: The City is to pay the proposed assessment for Assessor's Parcel No. 567-021-36 in the amount of $2300 in Fiscal Year 84-85.
