HomeMy WebLinkAboutAgenda Statement 1984/06/19 Item 5 COUNCIL AGENDA STATEMENT Item 5 Meeting Date 684 ITEM TITLE: Public Hearing: PCS-84-5 - Consideration of tentative subdivision map for Park Vista, Chula Vista Tract 84-5 - Starboard Investment Company Resolution //10.3 Approving the tentative map for Park Vista, Chula Vista Tract 84-5 SUBMITTED BY: Planning Director 6 (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The applicant has submitted a tentative subdivision map known as Park Vista, Chula Vista Tract 84-5 in order to develop a one-lot 43 unit condominium project on a 1 .43 acre site located at 54-66 Fourth Avenue in the R-3 zone. RECOMMENDATION: That Council concur with Planning Commission recommendation. BOARDS/COMMISSIONS RECOMMENDATION: On May 9, 1984, the Planning Commission by a unanimous vote (one absent) took the following action: 1 . Adopted the Negative Declaration issued on IS-84-17 which is herewith forwarded for Council adoption; and, 2. Recommended that Council approve the tentative map for Park Vista, Chula Vista Tract 84-5 in accordance with Resolution PCS-84-5. DISCUSSION: Adjacent zoning and land use. North R-3 Eucalyptus Park (YMCA) South R-3 Apartments East R-3 Apartments West R-3 Apartments Existing site characteristics. The 1 .43 acre project site is comprised of three parcels located on the west side of Fourth Avenue between "C" and "D" Streets. Each lot is developed with a single family dwelling which will be removed to make room for the proposed development. Page 2, Item 5 Meeting Date 6/5/84 The three parcels combined form a small knoll projecting to the north and sloping down to the west and north. The elevations of the site range from a high of 60 feet at the southeast corner to a low of 20 feet at the northwest corner. The street grade of Fourth Avenue along the project frontage is approximately a 6% downgrade to the north toward "C" Street. Proposed development. The 43 unit project was reviewed and approved by the Design Review Committee on March 15, 1984 (DRC-84-12). The proposed development is a series of step-down buildings ranging from 625 to 905 square feet per unit. Adequate parking and maneuvering has been provided. The buildings are of contemporary architecture with pitched roofs, stucco exteriors and wood trim. ANALYSIS: The proposed development meets the requirements of the underlying zone as well as the condominium requirements relating to private open space, storage and parking. The purpose of the tentative map is for the sale of the units as condominiums. Resolution /a-5-c' Ordering certain street and landscaping facilities to be maintained and levying assessments for FY 1984-85 SUBMITTED BY: City Engineer (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager 14- 4).- The Town Centre No. 1 Street Lighting and Landscape Maintenance District was formed in 1980 after improvements were made along Third Avenue between "E" and "F" Streets. Since then the improvements have been extended south of "G" Street and westerly from Third Avenue on the south side of "F" Street. The district boundary is proposed to be adjusted to include three properties on the south side of "F" Street between Third Avenue and Garrett Avenue. It is now time for the Council to hold a public hearing to consider levying the assessments. RECOMMENDATION: That the Council hold a public hearing to consider levying assessments and adopt the resolution levying said assessments. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1930 the Redevelopment Agency had improvements completed for the beautification of the downtown area along Third Avenue between "E" and "F" Streets. At that time, an assessment district was formed to offset the costs of maintaining the additional landscaping and electrical energy for the street lighting system. The present district includes all those properties fronting along both sides of Third Avenue between "E" and "G" Streets. It is proposed that several properties on the south side of "F" Street, west of Third Avenue be included within this district beginning in FY 1984-85. Similar improvements to those on Third Avenue are being installed on the south side of "F" Street between Third Avenue and Garrett Avenue as those properties are developed. Only one property (Marie Callender's) is proposed to be assessed fully at $622.00. The other two sites are owned by Centre City Associates: one is under development at this time by the Seafood Broiler Restaurant and is proposed to be assessed for one-half the fiscal year ($212.00) ; the other lot is now vacant with no plans for development. The second parcel is proposed to be assessed $10.00 as a token assessment for FY 1984-85. Page 2, Item 6, 6a Meeting Date 6/19/84 The "Landscaping and Lighting Act of 1972" (Article 4, Chapter 1 , Part 2; Streets and Highways Code of the State of California) requires the City Council to hold a public hearing to hear interested parties prior to annexing any areas to the district and levying assessments each fiscal year. The City has contracted with Mr. Patrick Rossetti , Assessment Engineer, to prepare the Engineer's Report, spreading the subject assessments. At its meeting held on June 5, Council accepted this report and set June 19 as the date for the public hearing. The report is to be amended to reflect a change in assessment to the above-mentioned parcels owned by Centre City Associates (Assessor's Parcel Nos. 568-282-24 and 568-282-25) . The report has these properties assessed as though they were fully developed and the improvements (street lighting and landscaping) installed along their frontages. The Seafood Broiler site (Parcel 568-282-25) has had its assessment reduced from $414.00 to $212.00. The adjacent lot to the west (Parcel 568-282-24) is being assessed $10.00 instead of $301 .00. Accordingly, the total district assessment fund will be reduced by $503.00. The overall increase in the budget for this district during the coming fiscal year is 27%. The major contributing factor is the proposed payment of $3,000 toward the loan to the district. All property owners have been notified of the public hearing and have been advised of their proposed assessments. Mr. Rossetti has also been notified and he has agreed to attend to answer any questions the Council may have regarding the spread of assessments. In accordance with the Streets and Highways Code, the properties being annexed into the district have been properly noticed on site by the placement of "Public Notice" signs.
