construction of Townsite Parking Structure signs in the City
of Chula Vista, California and authorizing expenditure of
funds therefor

On March 13, Council accepted the work on the construction of the Town Centre
Parking Structure as bid from the original plans and specifications. At that
time, the work remaining to be done was outside of the original contract;
namely, installation of the glass curtain wall at the elevator shaft,
installation of permanent signs in and around the structure, and installation
of the electronic controls for structure lighting. With the exception of the
signs, this remaining work was accomplished.
RECOMMENDATION: That Council
1 . Authorize the trustee to expend the amount of $15,714 from the proceeds of
the Certificates of Participation as described in the Trust Agreement
between City and First Interstate Bank of California.
2. Accept bids and award contract to Architectural Signing, Inc. , Marina Del
Rey, California, in the amount of $15 ,714 for construction and
installation of permanent signs for the parking structure.
BOARDS/COMMISSIONS RECOMMENDATION: The Design Review Committee has
recommended the sign concept at the time of review and approval of the Parking
Structure design.
DISCUSSION:
The proposed signs are made of acrylic plastics and are done in a contemporary
style. The signs will either be suspended from the ceilings or attached to
the walls in highly visible locations. They require little maintenance and
are guaranteed for 20 years.
The three different levels of the structure are color-coded that is, a 3 ft.
wide band of color will be painted on sheer walls or columns; whevever the
color is to be seen to guide the user as to floor level and location of the
car.
Bids were received from two of three contractors contacted by the City.

Staff followed City procedure on advertising bids informally since the cost
estimate was within the allowable limits.
Before this bid period and before acceptance of the structure, the contractor
for the structure, C. E. Wylie, was asked by City representatives to submit a
price for the construction and installation of permanent signs. Their bid was
$22,850. Staff believed that better prices could be obtained from other than
Wylie. Since the work was outside of contract, bidding could be accomplished.
The proposed contractor, ASI, estimated eight to ten weeks from time of
contract award to contract completion.
Meanwhile, there are temporary signs indicating vehicle height clearances at
tile main entrances to the structure. There are also traffic striping in the
entrance drives and on the intermediate level indicating exits; also painted
curbs to indicate no parking or limited parking. Additional traffic striping
in the parking structure itself and additional curb painting will be done to
make it easier for the driver to use the parking facilities. This additional
work will be done by City forces.
Staff believes that these proposed signs will alleviate the parking situation
at the structure; they are designed to guide the driver to all levels; they
are designed to guide the driver to the exits and with a minimum of confusion.
FISCAL IMPACT: The balance in the Parking Structure Bond Fund after all
contract costs have been paid, including change order payments is $259,000.
The cost of the sign construction and installation is $15,714.
