A process has been undertaken to solicit proposals for projects eligible for funding under the Block Grant regulations, and a 1984-85 Block Grant program has been recommended. Associated documents have also been compiled. The public hearing must now be conducted in order to consider and approve the application and the Statement of Community Development Objectives for the 1984-85 Block Grant program year. RECOMMENDATION: That the City Council conduct the public hearing and approve the resolution approving the program year 1984-85 Block Grant application and associated documents and adopting a policy for social service funding. BOARDS/COMMISSIONS RECOMMENDATION: On May 9, the Human Relations Commission considered and recommended approval of the staff recommendation for Block Grant funding as presented below. The Commission further recommended the adoption of the policy for social service funding as presented. DISCUSSION: I. INTRODUCTION The following documents are submitted for approval at this public hearing: 1 . 1984-85 Program Year Block Grant Application, with certifications 2. Program Year Statement of Community Development Objectives 3. Program Year Community Plan 4. Program Year Relocation Plan With approval of these documents, the Block Grant application can be submitted to HUD and be subjected to a 30-day evaluation period. If the application is approved by HUD at the end of that period, the City could be eligible to draw funds on July 1 , 1984. As a result of the evaluation period and the /2--//6 2 Page 2, Item 4, 4a Meeting Date ' /22/W4 desirability of being able to draw down funds on July 1 , the Block Grant application is considered at this time, prior to the City budget process. Appropriations for the approved projects will be made in the City budget process. It would also be appropriate for the Council to adopt a policy for Block Grant social service funding. A recommended policy is included. II. COMPILING THE APPLICATION Potential Block Grant projects were solicited from all City departments, from appropriate City Boards and Commissions, from numerous social service providers and from Chula Vista citizens through the public notice for the public hearing. All social service organizations having previously received community promotions funding were sent letters informing them of the process for applying for Block Grant funding and identifying the information necessary for application. Those same materials were provided to any social service organization inquiring as a result of the public notice. The public hearing provides citizens with the opportunity to directly voice their opinions of the proposed spending plan and of program performance for the two previous program years. On May 10, 1984, a quarter-page public notice of this public hearing appeared in the Chula Vista Star News. The notice included a proposed Statement of Community Development Objectives for the 1984-85 program year and a listing and summary of all project proposals received by the Community Development Department. The notice also listed the categories of activities pursued in the two previous program years and evaluated how those activities satisfied the Statements of Objectives for those program years. Citizens were encouraged to contact the Community Development Department for further information. The overall process has been effective in making the Chula Vista community aware of Block Grant funding opportunities and activities. III. ELIGIBLE ACTIVITIES The purpose of the Block Grant program is the "development of a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income." To achieve this purpose, all projects must meet one of the following three conditions: 1 . The project principally benefits low and moderate income persons. This can mean that all of the direct beneficiaries are demonstrated to be low and moderate income or that the activity is in a neighborhood which contains a majority of low and moderate income residents. 2. The project aids in the prevention or elimination of slums and blight. 3. The project meets "urgent" community development needs. These projects are of an emergency nature and must have prior specific authority from HUD. Page 3, Item 4, 4a Meeting Date 5/22784 During any program year, or over a span of three program years, at the City's discretion, a minimum of 51% of the City's Block Grant funds must be demonstrated to assist low and moderate income households. IV. ASSOCIATED DOCUMENTS Certifications: The certifications are attached to the application for Block Gi.anI funding. In summary, the significant certifications are as follows: 1 . The City has involved its citizens in the application process. 2. The Block Grant will be administered in accordance with Civil Rights Acts. 3. The City will affirmatively further fair housing. 4. The City will spend a minimum of 51% of its program year Block Grant funds to assist low and moderate income persons. 5. The City has a Community Development Plan (see below). 6. The City has an approved Housing Assistance Plan. 7. The City will not assess low or moderate income persons to recover expended Block Grant funds, except in certain specified circumstances. With the completion of this public hearing and Council action, all of the necessary certifications can be made. Statement of Community Development Objectives: The attached Statement of Community Development Objectives has been published in the Chula Vista Star-News. It identifies the following: 1 . The community development objectives to be pursued with Block Grant funds. 2. The projects and funding levels selected to pursue those community development objectives. 3. A description of the community development activities of the two previous program years and an evaluation of how those activities related to the community development objectives for those years and to the national objectives of the Block Grant program. Community Development Plan: The Community Development plan for program year 1364135 identifies community development and housing needs, lists short- and long-term objectives to redress those needs, and states that during the period the plan covers (program year 1984-85) a majority of Block Grant funds will be spent to assist low and moderate-income persons. /2 — // .4 , �'� 4, 4a Page 4, Item Meeting Date 5722784 Relocation Plan: The Relocation Plan is a statement of local policy to minimize displacement of residents as a result of Block Grant activities and a plan for providing relocation assistance when displacement cannot be avoided. The plan points out that no displacement is anticipated as a result of program year 1984-85 activities. It further indicates that if displacement occurs, relocation assistance will be based on the requirements of the Federal "Uniform Relocation Assistance and Real Property Acquisition Act," the mandatory guide for relocation assistance when displacement occurs as a result of the use of Federal funds. V. SOCIAL SERVICE POLICY AND RECOMMENDATION In considering social service funding requests in previous Block Grant program years, the City Council has expressed a desire for a policy to apply to the selection of social service projects. At the mid-year Block Grant funding public hearing, a Social Services Benefit Form was used to compare aspects of proposed Block Grant social service projects. A specific policy has now been developed which can be used to evaluate proposals in conjunction with the information from the benefit forms. The statement of policy is as follows: 1 . Social service projects must establish or maintain a resource which would enhance the quality of life of the Chula Vista community. 2. Initial grants to social service projects must create a new level of service for the clients of the requesting agency or must replace funding sources for existing levels of service which have been removed through no fault of the requesting agency. 3. Social service grants will be made only to agencies which have demonstrated in the past the capacity to perform diligently and efficiently. 4. Preference will be given to those projects which instill in their clients the resources to move beyond the need for assistance by that agency or which allow their clients to avoid greater dependency on other forms of social assistance. 5. Preference will be given to those projects which are most cost effective in the delivery of benefit to low and moderate-income citizens of Chula Vista. 6. Preference will be given to those projects which would become self-sufficient or would secure other forms of assistance as a result of City Community Development Block Grant assistance. 7. Social service grants will be made only to agencies and projects which appear to have the capacity to expend those grant funds in a timely manner. 4, 4a Page 5, Item Meeting Date 5/22/ i4 Although it is difficult to make quantitative evaluations of social service projects, these policy points can be applied to social service proposals to rank their effectiveness in responding to Chula Vista 's social service needs. The policy is designed to identify those projects and agencies which can deliver important benefit to Chula Vista residents securely and efficiently. Attached as Exhibit 1 is a chart which ranks all social service proposals on how they responded to the individual policy points, with an overall rating for each project. Exhibit 2 is a table of comparative benefit data which informed the rankings in Exhibit 1 . Exhibit 3 provides a summary description of all submitted proposals, along with narrative explanation of why each project was or was not recommended. Considerations other than chart rankings are explained in those narrative explanations. In summary, the projects which most clearly satisfied the policy points and other considerations, and are therefore recommended for funding, are as follows: 1984-85 Excess BG Funds Proposal Entitlement From Previous Years 1 . YMCA Family Stress Center $ 10,000 The total funding for social services as recommended is $135,846, of which $100,168 would come from the 1984-85 entitlement amount (10%), with the balance coming from prior years' surplus funds. Note that the new Block Grant regulations adopted for 1984 allow social service funding to be as much as 15% of the program year's grant amount, rather than 10% as in the past. TDD Answering Service No Specific Amount In addition to the social services funding requests, two proposals were received for Fair Housing programs from social service organizations as a result of staff inquiries. Those proposals came from the MAAC Project and Page 6, Item 4, 4a Meeting Date t/22/84 Neighborhood House and are discussed in greater detail in Exhibit 3. Although the proposals are from social service organizations, the Fair Housing Project is a mandatory administrative project, and the proposals have therefore not been evaluated as social service proposals. An alternative Fair Housing Project is recommended below and discussed in Exhibit 3. The selection of social service projects is most difficult, inasmuch as such projects are seldom unworthy of consideration. Altruistic pursuit of public_ good always deserves support. However, limited resources demand hard choices. The funding size request of one project may make two or three smaller but equally admirable projects impossible, and a difficult choice must be made. It is felt that the recommended selection provides an optimum and varied approach to the provision of social services in Chula Vista. VI. YMCA Family Stress Center $ 10,000.00 R _ TOTAL $1 ,011 ,000.00 $159,400.44 GRAND TOTAL $1 ,170,400.44 In analysis, 10% of the program year funding would go to social services, 39% would go to capital improvement projects, 7.5% would go to economic development, 29.5% would go to housing programs, and 2% would go to historical Page 7, Item 4,4a Meeting Date 5722/34 preservation (Greg Rogers House). A mandatory Section 108 loan payback, on a loan used to buy housing sites, would use 12% of the program year funding. Surplus funds from the previous year would pay for 1984-85 administrative costs, and surplus funds from the Emergency Jobs Bill funding and prior years' surpluses would assist in paying for the Senior Information and Referral Center, South Bay Pioneers, Wheelchair Ramps, and the Chula Vista Jr. High drainage basin. The inclusion of prior years' funds would make a total budget of $1 ,170,400.44 for the 1984-85 Block Grant Program. VII. CONCLUSION With the completion of this public hearing and with City Council action, the Block Grant application process will be complete and all necessary documents will be submitted to HUD and to clearinghouse agencies for consideration and approval . Chula Vista citizens will have had the opportunity to evaluate program performance and to influence the choice of future Block Grant activities. Amendment procedures exist to create flexibility in the program year plan, while ensuring public input. FISCAL IMPACT: Block Grant funds in the amount of $1 ,170,400 will finance the approved projects, of which $1 ,011 ,000 is the 1984-85 entitlement amount and $159,400.44 is excess or re-programed funds from previous years. These excess funds are listed below. No general funds will be involved. Notwithstanding any other provisions of the Grant Agreement, requirements of the Amendments to Title I of the Housing and Com- munity Development Act of 1974 which supersede or are not provided for in the HUD program regulations shall govern the use of the assistance provided until revised regulations implementing such requirements are published for effect. 2.
