HomeMy WebLinkAboutAgenda Statement 1984/05/15 Item 13 COUNCIL AGENDA STATEMENT Item 13 Meeting Date 5/15/84 ITEM TITLE: Consideration of roofing material for the Windjammer Condominiums / Resolution //:2 Approving roofing materials for the Windjammer Condominiums (lots 324 and 325 of Hidden Vista Village) tt SUBMITTED BY: Planning Director6(" (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager On April 10, 1984, the City Council considered the revised development plans for the Windjammer Condominium project consisting of 100 units on lots 324 and 325 of the Hidden Vista Village subdivision. The City Council approved the project (Resolution 11579) subject to the approval of the composition asphalt roofing material by the Design Review Committee and the City Council . RECOMMENDATION: That Council concur with Design Review Committee recommendation. BOARDS/COMMISSIONS RECOMMENDATION: The Design Review Committee by unanimous vote (with 2 members absent) took the following action: 1 . Recommended the approval of the roofing material consisting of composition asphalt shingles or equivalent materials for the Windjammer project; 2. Endorsed the use of such roofing material in the vicinity of the project; and, 3. Left the color selection of the roofing material to the developer unless it is determined to be substantially different from the samples presented, in which case the matter is to be brought to City Council for determination. DISCUSSION: On May 3, 1984, the DRC considered Council 's referral regarding the proposed use of asphalt shingles for the Windjammer Condominium project. The Committee discussed the use of the shingle as well as alternative materials; i .e. , clay tile, light-weight concrete, and wood shingles. The Committee noted that the subdivision was located in a relatively high fire potential area, with large areas of natural open space located nearby making the use of wood shingles undesirable. The added cost relating to materials and weight by using either tile or concrete shakes was balanced against the use of the composition asphalt shingles. Page 2, Item 13 Meeting Date 5/15784 The Committee concluded that based on the "Cape Cod" design and the relatively low public visibility of the roofs based on distance from the I-805 freeway and "H" Street, coupled with the pad elevations located well above "H" Street, made the asphalt shingle a logical choice (see attached letter from McMillin). The Committee was presented with material samples showing dark grey and light grey shingles. The Committee urged the applicant to select the lighter grey citing the advantage of a shadow line being created at the shingle joint lines. FISCAL IMPACT: None WPC 0957P /1 / f „1 / / , . Mayor of Chula Vista I-, , 276 Fourth Avenue - Chula Vista, CA 92010 RE: TERRA NOVA WINDJAMMER CONDOS ROOF TYPE Dear Mayor Cox: The Windjammer condominiums are a contemporary New England designed attached project proposed at Terra Nova. Consistent with the New England theme, a high quality textured composition shingle roof is proposed to complement the design and color schemes selected for the project. The City Council's concern over the use of composition shingle roofs was expressed at the Council meeting of March 14. In an effort to demonstrate the widespread use of high quality composition shingle roofs in quality neighborhoods throughout San Diego County, I have included in the attachment the locations in La Jolla, Rancho Santa Fe, Scripps Ranch, Oceanside and Carlsbad where these type roofs have recently been built. Additionally, within the City of Chula Vista, textured composition roofs have been used. In an effort to give you an idea of a roof's appearance in 5 - 10 years I would ask you to view the Bonita Hills Apartments on Ridgeback Road, the recreation center building at the Otay Manor Mobile Home Park on Otay Lakes Road, and the apartments at 319 Roosevelt Street which won one of the 1983 Chamber of Commerce Beautification Awards. I have left with the City Clerk a collection of photographs showing these projects for your review. Composition shingle roofs additionally havt low maintenance and replacement costs. The budget guidelines for Department of Real Estate public reports provides this information. The homeowner's costs required to maintain and replace roofing will be more affordable for future condominium homeowners. McMillin/Terra Nova would request that your council approve the Windjammer project as proposed with the New England contemporary architecture and textured composition roofs. The Honorable Greg Cox Mayor of Chula Vista May 4, 1984 Page 2 Windjammer project will be successful and will add significantly to the Terra Nova planned community by providing a type of attached housing for a different market not being met by the single family. If your Council in its deliberations decides not to permit the composition roofs, then it is respectfully requested that wood shake roofs be the permitted substitute roofing material. In conclusion, it is hoped that when your Council makes the decision on this roof type that you consider the recommendations of your Planning Department staff and your Planning Commission and the approval granted by the Design Review Committee for a textured composition roof. In developing this site the McMillin Companies plan to keep the same high level of quality that has been demonstrated throughout the Terra Nova project. It is our desire to use textured composition roofing material which we feel will have wide market acceptance, provide lower maintenance and replacement costs for homeowners, and provide an aesthetically pleasing entry to Terra Nova and the areas east of Terra Nova. This project was built by McMillin in 1978. A textured :composition roof was used., This textured roof will give the roof shingles more relief. 2. Otay Manor Mobile Home Park Recreation Building on north side of Otay Lakes Road east of its intersection with Telegraph Canyon Road. Textured composition roofs are used on this building that is over seven years old. 3. Apartment project - 319 Roosevelt Avenue in Chula Vista. See attached newspaper article from last year. This project does not have a textured composition roof. Other Areas - La Jolla. - Condo project on La Jolla Scenic Drive just below Mount Soledad. Textured composition roofs are used. This color is similar to the color being proposed at the Windjammer. Rancho Santa Fe - Condos at the entrance to Whispering Palms just off of Via de la Valle is reroofed from wood shake to a textured composition roof. La Mesa - Avocado Village located in La Mesa on Calle Verde Street off Avocado north of Highway 94 has a brown textured composition roof. Scripps Ranch - The McMillin Surrey Court zero lot line project in Scripps Ranch used composition roofs. This project is located on Scripps Trail Drive and Rue De Amis. Oceanside - The McMillin Provincetown Landing project in South Oceanside on Lake Boulevard used textured composition roofs. Carlsbad - The Sea Cliff condominium project at Interstate 5 and Poinsettia in South Carlsbad has used gray composition roofs. City recognizes •building beauty �---' Chula Vista's 11th annual Chula Vista City Beautification Awards Banquet will be held this evening at Jimmy's on the Green, to give recognition to some of the outstanding building \\,,, projects of the past year. The annual banquet,co-sponsored by the city and the Chula Vista Chamber of Commerce,will also be the forum for the awarding of four Civic Recognition Awards. The beautification awards were announced this week, but the recognition awards are secret up until the banquet. Receiving beautification awards this year are three Bonita Rd. projects: Bonita Centre East, 4502-4538 Bonita Rd., owned by the ADMA Co. of Bonita and designed by Paul Thoryk, AIA & } Associates of San Diego; Home Federal Savings and Loan, 4500 Bonita Rd., designed by Paul 1 Thoryk and Associates: and Villas de Bonita Condominiums, 4600 Bonita Rd., also owned by the + ADMA Co. and designed by Paul Thoryk & - Associates. Downtown Chula Vista projects receiving awards a are the Tom Money Office Building. 359 3rd Ave„ owned by Tom Money and designed by R.L. Jones of Yelm. Wash.: and Muncher Kind'i Restaurant, 323 3rd Ave.. owned by Auguste Rodriguez of Chula Vista and designed by Gunther Horn of Chula Vista.
