On November 8, 1983, the City Council awarded a contract to E.A. Brown Roofing Company,
San Diego in the amount of $69,696 for removing the mission tile roof and installing -a
new underlayment and replacing the mission tile. The work has been completed and
inspected by the Building and Housing Department and found to be satisfactory.
RECOMMENDATION: That Council
Approve this resolution accepting the reroofing of City Hall and Fire Station No. 1 .

DISCUSSION:
In the 1982-83 C.I .P. Budget $58,000 was approved to reroof the City Hall Building. In
the 1983-84 C. I .P. budget $32,000 was approved to reroof Fire Station No. 1 . The two
projects were combined as one project with a budgeted amount of $90,000. Staff estimate
of the project was $85,000. The project was let out to bid on September 14, 1983 with
the low bid of $96,000 being submitted. Staff recommended that City Council reject the
bid. The Council rejected the bid on September 27, 1983 by Resolution No. 11389.
The project was rebid with the low bid of $69,696 being submitted by E.A. Brown Roofing
Company. Because the project had to be bid twice, the estimated staff cost exceeded the
$3,880 by $3,565. Final staff cost amounts to $7,445. The total cost of the project
did not exceed the budgeted amount of $90,000.
E.A. Brown Roofing signed the contract on February 14, 1984. A final inspection was made
on April 17, 1984. All work has been performed and found to be in accordance with the
plans and specifications and to the satisfaction of the Director of Building & Housing.
The delay in signing the contract was for the purpose of not having the roofing removed
during the rainy season.
