The City of Chula Vista's Senior Service Center has been requested by United
Way of San Diego to participate in Phase II of the planning process to develop
a regional system for "Information and Referral Services" in the San Diego
area. Phase II requires a Statement of Intent and a non-binding commitment by
participating agencies to provide staff input in the development process for
this system.
RECOMMENDATION: Approve resolution authorizing participation in Phase II of
the Regional Information and Referral System of San Diego County.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
In March 1983, the City was invited to participate in the development of a
regional "Information and Referral " ( I&R) system. On April 5, 1983, Council
passed Resolution No. 11198 authorizing the Chula Vista Senior Service Center
to participate in Phase I of the I&R plan. Phase I plan included:
1 . Development of a model training program for I&R providers.
2. Developing and testing a Resource Inventory System.
3. Development and pretesting of a Client Characteristic and Service
Utilization Information System.
4. Development of an I&R program review/monitoring system.
5. Feasibility study of an I&R telephone network.
6. Development of guidelines for better coordination of local funding sources
for I&R programs in the region.

Phase II is to implement and refine the systems developed in Phase I. Phase
II signers will , within the limits of their current operating budget, be
obligated to:
1 . Work toward adherence to standards for provision, documentation and review
of I&R services.
2. Participate in orientation and training programs for ongoing education of
volunteer staff engaged in providing I&R service.
3. Utilize the Resource Directory service as the primary data base.
4. Participate in a minimum of a one-month test of a refined computerized
"Client Characteristic & Service Utilization Information System."
5. Assist in continued exploration of an acceptable Phone Link System.
6. Participate in finalizing the draft Monitoring Review Process and
participate in testing the process.
Phase II is to conclude by December 1984. I&R providers will then have the
information for the construction of an optimal Information and Referral System
for this region.
FISCAL IMPACT: No financial expenditures will be required in Phase II.
